Abstract
Doktora tezi çalışması ile hedeflenen, Polonya’nın, Avrupa Birliği’ne giriş yılı olan 2004 sonrasını kapsayan dönemde, Polonya Bankacılık Sisteminin gelişimini Avrupa Birliği üyeliği ardından incelemek ve aynı dönemde Türk Bankacılık Sistemi ile karşılaştırmalı analizini yaparak, üyeliğin etkilerini değerlendirmektir.Avrupa Birliği’nde bankacılık sektörünün uyumlaştırılması ve faaliyetlerinin kolaylaştırılması amacıyla çeşitli düzenlemeler yapılmış ve bunun sonucunda Avrupa bankacılık sisteminde rekabet artırmıştır. Artan rekabet nedeniyle, AB içinde faaliyet gösteren bankalar, stratejilerinde tek piyasaya uyum sağlamayı önceler olmuşlardır. Tam üyeliğe aday ülke statüsünde olan Türkiye’deki bankalar da AB’ndeki bankacılık alanındaki gelişmeleri yakından takip etmekte ve AB bankalarıyla rekabet edebilecek düzeye gelmek için önlemler almaktadırlar.Bankacılık sistemi, ülkenin finansal sisteminin önemli bileşenlerindendir. Güçlü ve gelişmiş bir bankacılık sistemi ülke ekonomisi için büyüme ve istikrar anlamına gelmektedir.Bu çalışmada, Birleşmiş Milletler İnsani Gelişme Endeksi ve IMF’nin Finansal Gelişmişlik Endeksi’nden esinlenilerek, bankacılık sistemlerinin gelişmişliğini ölçen “Bankacılık Sistemi Gelişmişlik Endeksi” oluşturulmuştur. Bu endeks ile araştırmacılar için yararlı olacağına inanılan bir analitik araç sunulmaktadır. Bu araç, ülkelerin ve bankacılık sektörlerinin gelişmelerine göre, yeni yorumlara ve geliştirilmeye açık olacaktır.Türk Bankacılık Sistemi, kanun ve mevzuat altyapısı, örgütlenmesi, yönetim becerisi ve denetim sistemleri ile gelişmiş bir yapıdadır. Türkiye’nin Avrupa Birliği tam üyeliğinin hem ülke hem de bankacılık sistemi üzerinde çok olumlu etkileri olabileceği ve gelişmişlik endeksi puanlarını da artırabileceği öngörülmektedir.
The aim of the doctoral thesis is to examine the development of Poland's Banking System for the period after 2004, being the year of Poland’s European Union membership, and to evaluate the effects of membership by making a comparative analysis with the Turkish Banking System.Various regulations have been made in the European Union in order to harmonize the banking sector and facilitate its activities, and as a result, competition in the European banking system has increased. Due to increasing competition, banks operating within the EU have prioritized adaptation of their strategies to the single market. Banks in Turkiye, which is a candidate country for EU membership, closely follow the developments in the banking field in the EU and take measures to reach a level where they can compete with the EU banks.The banking system is one of the important components of a country’s financial system. A strong and developed banking system means growth and stability for the country's economy.Being inspired by the United Nations Human Development Index and the IMF's Financial Development Index, the \"Banking System Development Index\", which measures the development of banking systems, was created. This index provides an analytical tool that is believed to be useful for researchers. This tool will be open to new interpretations and development in accordance with the developments of the countries and their banking sectors.Turkish Banking System has an advanced structure with its legal and regulatory infrastructure, organization, management skills and audit systems. It is predicted that Turkiye's full membership to the European Union may have positive effects on both the country and the banking system and may also increase the development index scores.
