dc.description.abstractToplumların sağlık seviyeleri, ekonomik refah ve insani gelişmişlik düzeyini yansıtan en önemli göstergeler arasındadır. Bu nedenle devletler, toplumsal görevlerini yerine getirmek amacıyla, sağlık ve eğitim harcamalarına önem vermektedir. Ancak, yolsuzluk etkin ve verimli harcamaları engellemektedir. Bunun sonucu olarak, gelişmişlik göstergeleri ve bunların arasında sağlık da olumsuz etkilenmektedir. Bu çalışmada öncelikle ülkelerin sağlık göstergelerine göre belirli sınıflarda kümelendiği gösterilecektir. Bu sınıflarda dolaylı olarak toplumun yolsuzluk algısının nasıl olumsuz olarak şekillendiği ortaya çıkmaktadır. Devlet yönetiminde yolsuzluk ile artan harcamalar verimsiz olmakta ve performansları zayıflamaktadır. Bu çalışmada sağlık göstergelerine göre, OECD ülkeleri üç sınıfta kümelenmiştir. Kümelerin ortalama yolsuzluk kontrolü algısı anlamlı farklılıklar göstermektedir. Düşük sağlık performansı olan ülkelerde yolsuzluk kontrolü algısı da zayıftır. Aynı zamanda yolsuzluk kontrolü ile sağlık harcamaları arasında güçlü anlamlı pozitif bir ilişki tespit edilmiştir. Özellikle günümüzde ortaya çıkan COVID-19 pandemisinde öncelikle toplumun sağlığının korunması için yolsuzluk kontrolünün güçlendirilerek, halkın devletin sağlık uygulamalarına güvenini ve erişimini arttırmak gerekir.
dc.description.abstractThe health levels of societies are among the most significant indicators reflecting their economic well-being and human development. For this reason, states attach importance to health and education expenditures to fulfill their social duties. However, corruption hinders effective and efficient spending. As a result, development indicators and among them health are adversely affected. In this study, firstly, it will be shown that countries are clustered in certain classes according to their health indicators. In these classes, it is indirectly revealed how the society's perception of corruption is shaped negatively. Increasing expenditures due to corruption in government administration become inefficient and their performance weakens. In this study, OECD countries are clustered in three classes according to health indicators. The average perception of corruption control of the clusters shows significant differences. The perception of corruption control is also weak in countries with low health performance. At the same time, a strong significant positive relationship was found between corruption control and health expenditures. Especially in the current COVID-19 pandemic, it is necessary to increase the public's trust and access to the government's health practices by strengthening the corruption control in order to protect the health of the society.
