Abstract
ÖZETGünümüzde kurumların başarılı olabilmeleri, onların kaynakları uygun kullanabilen ve maksimum kar elde ederek kaliteli ürün elde etmeyi amaçlayabilen yönetim metodlarını kullanmalarına bağlıdır. Bu maksatla yöneylem araştırması, kıt kaynakların etkin kullanımı, yüksek ürün kalitesi, minimum maliyet, maksimum kar / fayda gibi konularda yöneticiler tarafından etkin bir şekilde kullanılmaktadır.Son yıllarda gelişen teknoloji ve bilimsel yöntemler, hayatın her alanında olduğu gibi Silahlı Kuvvetlerde de köklü değişikliklere neden olmuştur. Bu çalışmada amacımız; komuta kademesinin tesislerin yer seçimi çalışmalarını kolaylaştırmak, isabetli ve güvenilir karar verilmesini sağlamaktır. Tezin ilk bölümünde doğrusal programlama, ikinci bölümde ise, tam sayılı doğrusal programlama bütün yönleriyle ortaya konuldu.Üçüncü bölümde konu ile ilgili uygulama yapıldı. Projeler, hem maliyet açısından hem de askeri fayda açısından değerlendirildi. Amacımız ise, maksimum askeri faydayı elde ederken ödeneği de uygun kullanmaya çalışmaktı. Program hem dal-sınır tekniği ile hem de LINDO programı ile çözüldü.Dal-sınır tekniği uzun işlemler sonucu çözüldüğü için, değişken sayısının çok ve kısıtlayıcı katsayılarının büyük olduğu problemlerde, problemi LINDO programı ile çözmek, bizim daha sağlıklı karar almamızı ve probleme daha az vaktimizi ayırmamızı sağlayacaktır.Uygulamada ödenek ile projelerin toplam maliyeti arasında önemli bir fark ortaya çıktı. Nedenleri ise; sağlıklı bir ön keşifin yapılmaması, bütün tesisler için ortalama maliyet hesaplanması, ödenekten ve diğer nedenlerden dolayı projelerin ertelenmesidir.Bunu önlemek için izlenecek metod, bütün tesislerin ön keşiflerinin yapılarak uygulamada izlenen metod ile değerlendirilmesidir. Uygulama sonucu ulaştığımız sonuç çalışmanın amacını daha iyi ortaya koymaktadır. Amacımız; komuta kademesinin, tesislerin yer seçimi çalışmalarını kolaylaştırmak, isabetli ve güvenilir karar verilmesini sağlamak ve böylece milli gelirimizin daha da isabetli kullanılmasını sağlamaktır. SUMMARYNaw a days, associatians must use the manageme methods whic arm to produc high-quality products with high profit and to use the resourges suitably in order to be successfull with this aim operation reseamch have used for effective use of the insufficient resamrces, high product quality minimum cost maximum profitlbenet etc..efficiently by the managers.At the last year, the techuologic and scientific methods which hawe impraved have made radical changes at the arned forces such as at the life.The aim this study is to make easier the seleetion of the plance of the foundantians by the command level and to provide to give decisim.Which is fitted and realible.At the first pourt of the thesis lineour programming,at the second pourt of the thesis whafe mumbered lincar programming is ex'planined whith all their directions.At the third pourt, the subject putted into practice. Projects were evanluated by either cost or military benefit our aim wes to get higgest military benefit with the switadle allocation. Proram wons solved by the teachnique of branch-border and LİNDO programsAt the branch-border teachnique the problem is solved after a long procedur with many variables and bigger restrictive efficiently to, so wing LİNDO program will save time and make us give tirustwarthy decisions.At the applicantion, a great difference wans occmred, between the allocantion and the total cost of the project becomse no trustwarth front disconreny was made, awerage cost was calculanted for all foundations and the project were postponed for the allocation and save after reasons.The method to present those is to make the tirustwarthy front discovery and evalute it with the method which is followed.The outcame thout we got after the application gives the result of the study very well. The aim of us, is to make casier the command level, and to pravide to give decision which is fitted and reable, so our national coun be used more fitted.
