Abstract
Konumuz IMF Türkiye ilişkileri olduğundan 1980 sonrası IMF Türkiye ilişkileri incelenmeye çalışılmış , öncelikle IMF'nin genel yapısı incelenmiş , sonrada IMF - Türkiye ilişkileri dönem itibarıyla işlenmeye çalışılmıştır: IMF ve Türkiye ilişkilerinin genel yapısı itibariyle ; Türkiye 3 Kasım 1947'de IMF'ye üye olmuş , 1961'den bugüne kadar 16 kez STANDY - BY düzenlemesi yapmıştır. 1950 - 1954 yılları arasında IMF - Türkiye ilişkileri sakin geçmiştir. 1954'den sonra tekrar hareketlilik kazanmıştır. 1958 - 1967 yılları arasında IMF - Türkiye ilişkilerinde artış olmuştur. (1963 - 1967 ) yılları genel IMF - Türkiye ilişkilerinin sakin geçtiği dönemlerdir. 1960 - 1970'li yıllar ilişkilerinin artış olduğu yıllardır. 8 kez STANDY - BY düzenlemesi yapılmıştır. Niyet mektubu her yıl IMF'ye gönderilmektedir. 1970'lerin son yılları hem Türkiye hem de IMF için önemlidir. 1970 - 1980 yılları IMF - Türkiye ilişkilerinde azalmanın en yoğun yaşandığı yıllardır. ( 1973 Petrol krizi , 1974 ve sonrası dönem Türkiye'nin iç ve dış borçlarının hızla arttığı yıllardır. 1974 -1984 yılları arasında Türkiye IMF'den en çok STANDY- BY kredisi almıştır. % 76.4 daha sonra sırasıyla petrol kolaylığı % 9.8 telafi edici finansman kolaylığı , % 8.3 rezerv dilimi , % 3.5 ile kredi dilimi % 2.1 gelmektedir. Türkiye 1961 yılından bu yana 16 kullanım anlaşması imzalayarak toplam 3.186.0 milyon SDR'lik kaynak sağlamış ve bunun 2.502.4 milyon SDR'lik kısmı kullanılmıştır. 1980 sonrası ilişkiler yapılan STANDY - BY anlaşmaları ile aralıklarla da olsa devam etmiştir. 1986'dan - 1993'e kadar IMF'siz ekonomi yürütülmeye çalışılmıştır. IMF bunu uzaktan seyirci olarak izlemiştir. 1993'den sonra IMF ile ilişkilerde bir yoğunluk tekrar yaşanmaktadır. 1990'lı yıllardan sonra yoğunluk kazanan ilişkiler en son yıllarda Geç Emeklilik , (65 yaş) özelleştirme ( 1980'li yıllardan beri en çok istenen konuydu ) ve en son yaşanan 17 Ağustos 1999 depreminde yapılan yardımlar gibi IMF Türkiye ilişkilerine hızlılık kazanmıştır. Kısaca IMF - Türkiye ilişkileri genel yapısı itibariyle tarihlere ayrılarak incelenmeye çalışılmıştır.

With reference to the general structure of IMF and Turkey relations; Turkey became an IMF member on November 3rd 1947 , and has entered 16 standy - by arrangements since 1961. IMF - Turkey relations between 1950 - 1954 passed by stagnantly. It regained dynamism after 1954. Relations between IMF and Turkey showed an increase between 1963 - 1967 . Years between ( 1963 - 1967 ) are the periods again that passed calmly. 1960's and 1970's are the years where the relations had increased. During this period 8 standy - by agrements were entered. Every year Letter of ıntet was forwarded to IMF. Last years of 1979's is important both from Turkey and IMF's point of view .Years between 1970 - 1980 a considerable decrease of IMF - Turkey relations. Petroleum crisis of 1973 , 1974 and the following years are the years where the foreing debts of Turkey showed a significant increase. Relations after 1980 continued with the signed stand - by agreements though interrupedly. Works to stabilize the economy without IMF were conducted between 1986 - 1993 . IMF observed the economy form distant as a spectator. The relations with IMF re-elevated after 1993. Relations that became dense after 1990's speeded up in the current years ( increased retiring age of 65 years , privatization thoung intended previously ) and with the aids made after 17th August 1999 earthquake.
