Halil Hamid paşazâdelerden Mehmed Asaf Celâleddin Paşa (1837-1899)

Abstract

Bu çalışmada Halil Hamid Paşazâdelerden Müşir Mehmed Asaf Celâleddin Paşa’nın (1837-1899) hayatı konu alınmıştır. Sultan Abdülmecid devrinde bir alaylı olarak askerlik mesleğine intisap eden Asaf, Osmanlı İmparatorluğu’nun Rus Çarlığı ile yaptığı iki büyük savaşa, Kırım Savaşı’na ve 93 Harbi olarak da bilinen 1877-1878 Osmanlı-Rus Savaşı’na katıldı. Son dönem Osmanlı tarihinde belirleyici bir yere sahip olan bu iki savaşın yanı sıra 1852’de Karadağ’da, 1876’da Sırbistan’da cereyan eden eşkıya hareketlerinin bastırılmasında, yine bu hareketlerin bir uzantısı olarak Sırbistan’da patlak veren isyan biçimindeki bölgesel çatışmalar sırasında Vidin Kumandanı Osman Nuri Paşa’nın emrinde mirliva (tuğgeneral) rütbesiyle muharebelere katıldı. 1877-1878 Osmanlı-Rus Savaşında, Balkan Cephesi’nde farklı tümenleri komuta etti, Çarlık ordusunun Rusçuk Grubu’yla çarpıştı. Cesaret ve ehliyetini ispatlayarak generalliğe kadar yükselen Asaf Paşa, bu meziyetlerinin yanında sadakatiyle de Sultan II.Abdülhamid dönemindeki askeri erkanın öne çıkan isimlerinden biri olmuş; Askeri Teftiş Komisyonu Azalığı, Boğazlar Müfettişliği, Yıldız Mahkemesi’nde Fevkalade Heyet Azalığı ve padişah yâverliği gibi önemli görev ve mevkilerde bulunmuştur. Bu çalışmanın, XIX.yüzyılın ikinci yarısında orduda giderek artan biçimde etkinlik gösteren bir Osmanlı subayının yaşamına ve faaliyetlerine ışık tutmak, Sultan II.Abdülhamid’in askeri süreçleri hangi araçlarla, ne şekilde ve kimlerin yardımıyla denetlediği sorularını kısmi olarak cevaplamak bakımından literatüre katkı sağlayacağını umuyoruz.

This study focuses on the life of Mushir Mehmed Asaf Celaleddin Pasha, one of the Halil Hamid Paşazades. Asaf, who joined the military profession as a ranker soldier during the reign of Sultan Abdülmecid, participated in two major wars of the Ottoman Empire against the Tsardom of Russia, the Crimean War and the Ottoman-Russian War of 1877-1878, also known as the 93 War. In addition to these two wars, which have a decisive place in the history of the late Ottoman Empire, he participated in the suppression of the insurgent movements in Montenegro in 1852 and in Serbia in 1876, as well as in the regional conflicts in the form of rebellion that broke out in Serbia as an extension of these movements, with the rank of mirliva (brigadier general) under Vidin Commander Osman Nuri Pasha. In the 93 War, he commanded different divisions on the Balkan Front and fought against the Rusçuk Group of the Tsar’s army. Asaf Pasha, who rose to the rank of general by proving his courage and competence, became one of the prominent names of the military power during the reign of Sultan Abdülhamid II with his loyalty in addition to these virtues; he served in important duties and positions such as being a member of the Military Inspection Commission, Inspector of the Straits, a member of the Extraordinary Committee at the Yıldız Court and a sultan's aide. We hope that this study will contribute to the literature by shedding light on the life and activities of an Ottoman officer who was increasingly active in the army in the second half of the nineteenth century, and by partially answering the questions of by what means, how and with whose help Sultan Abdülhamid II controlled the military processes.
