Abstract
İŞTEN ÇIKARTILANLARA DESTEK HİZMETİ VE BİR UYGULAMA Küreselleşen dünyada ve bilgi teknolojisinde yaşanan hızlı değişimler işten çıkartmaları da beraberinde getirmiştir.İşten çıkartmaların olumsuz sonuçlarını minimize etmek amacıyla yapılan arayışlar sonucunda “işten çıkarılanlara destek hizmeti” yani “outplacement” hizmeti ortaya çıkmıştır. İşten çıkarılanlara destek hizmeti, küçülme, yeniden yapılanma,şirket birleşmeleri ve satın alımları gibi nedenlerle işlerine son verilen çalışanların tekrardan kendilerine güvenlerini tazeleyip, kişisel ve profesyonel özellikleri ile yüzleşmelerini, etkili iş arama stratejilerini ve görüşme tekniklerini öğrenmelerini sağlayarak başarılı bir iş arama kampanyasıyla yeni bir iş bulmalarına yardımcı olan bir süreçtir. Bu süreç psikolojik danışmanlık, kariyer danışmanlığı, cv hazırlama, iş alanı belirleme, iş arama metodları, mülakat teknikleri, ücret tartışmaları, ofis hizmetleri gibi hizmetlerden oluşmaktadır. İstanbul’da İŞKUR’a kayıtlı danışmanlık şirketlerinden işten çıkarılanlara destek hizmetini verenler arasında yapılmış olan araştırmaya göre bu kapsamda verilen hizmetlerde bir standardizasyonun bulunmadığı; uygulamada belli, sistematik bir süreç izlenmediği ve gelecekte bu konunun daha da önem kazanmakla birlikte pazar payının bir işe yerleştirme kadar büyük olamayacağı sonucuna varılmıştır. OUTPLACEMENT CONSULTING SERVICES AND A RESEARCH Downsizing, takeovers, reorganization and the challenges of a weakened economy are forcing many hard-working, dedicated employees into the unemployment line. To ease the sting of termination, companies resort to a new concept in Human Resource Management, named “outplacement”. Outplacement is an assistance given by firms to employees who are about to be made redundant and so, who are being let go, in an attemot to help them find other jobs. It is professional help sorting out what it is they really want to do in their career and learning how to apply effectively for the jobs they want. Outplacement involves psychological counseling, self-assessment, psychometric testing, career counseling, resume development, interview training, benefits counseling, job target, job search techniques, salary negotiation, office facilities and financial advice. In Turkey, the importance and growth of outplacement has evolved in response to the changing employment environment, especially to 2000-2001 economic crisis. In the light of the research done in Istanbul among the counseling firms both offering outplacement services and registered to Turkey Business Institution, there is no standardization in outplacement services. The firms don’t have a systematic process. It can also said that outplacement will grow rapidly and impressively but will not reach a market share as recruitment has.
