Abstract
Devlet Su İşleri, devletin kurumsal dönüşümü, Türkiye’de su yönetimi, suyun ticarileştirilmesi, 5. Dünya Su Forumu ÖZET SERMAYE BİRİKİM SÜRECİNDE DEVLET SU İŞLERİ Çalışmanın amacı; DSİ’nin dönüşümünü anlatmaktır. Çalışmada, bu dönüşüm sermaye birikim sürecinin gereksinimleri bağlamında analiz edilmektedir. Bu kapsamda; DSİ temelde üç döneme ayrılırken, Türkiye’de su “yönetimi” de dört döneme ayrılmıştır. Bu noktada ilk olarak, DSİ’den kuruluşundan önceki su işleri hakkında verilmiş; ardından da DSİ’nin kuruluşunda etkili olan sebepler, süreçte meydana gelen olaylar ve tanıklıklar üzerinden anlatılmış ve DSİ’nin kuruluş yasalarına, kurumsal yapısına ve görev alanlarına yer verilmiştir. Diğer bölümde; DSİ’nin 1980 yılında başlayan ve 5. Dünya Su Forumu’na kadar olan ikinci dönemi, suyun ticarileşmesinde DSİ’nin üstlendiği görevler ve bu süreci etkileyen aktörler bağlamında değerlendirilmiştir. Son bölümde ise, DSİ’nin 5. Dünya Su Forumu ile başlayan ve hala güncelliğini koruyan üçüncü dönem anlatılmaktadır. GENERAL DIRECTORATE OF STATE HYDRAULIC WORKS IN THE PROCESS OF ACCUMULATION OF CAPITAL The aim of the study is to describe the transformation of DSI. In the study, this transformation is analyzed in terms of requirements of capital accumulation process. Within this scope while DSI was divided into three periods, “water management” in Turkey was divided into four periods. At this point, firstly general information about the water affairs before DSI was provided and then the reasons being effective for establishment of DSI were explained by the incidents of the period and witnesses and principles of foundation, corporate structure and duty areas of DSI were described In the other part, the second period of DSI starting in 1980 and up to 5. World Water Forum and the duties imposed by commercializing of water on DSI and this period was asssesed in terms of actors affecting this process. In the last part, the third period starting with 5. World water Forum and still being current is described.
