TS ISO 45001 iş sağlığı ve güvenliği yönetim sistemi ve bir örnek uygulama

Abstract

Gelişen ve değişen yenidünya düzeniyle birlikte iş yapış şekillerinin ve bilinçlerinin değişmesiyle iş güvenliği ve iş sağlığı alanlarında daha profesyonel yaklaşımlar gerçekleştirilmiştir. Özellikle sanayi devriminden sonra iş kazaları ve meslek hastalıkları sayılarında görülen fazlaca artış, iş güvenliği ve iş sağlığı noktasında ciddi adımlar atma gereksinimi doğurmuştur. İşçi ve iş yeri güvenliğinin sağlanması insani hakların temel taşlarından biri haline gelirken ayrıca iş sürekliliğinin sağlanması adına da ilgili kavramların önemi anlaşılmıştır. İş sağılığı ve güvenliği hususlarında gelişen bu bilinç ile birlikte birçok yöntem, politika ve strateji oluşturulmuştur. Bütün bu strateji ve politikaların, sistemli sürdürülebilirliği ve sürekli iyileştirme sağlayarak ilerlemesi gereksinimi duyulmuş bunu sağlayabilmek içinde yönetim sistemlerine ihtiyaç olduğu gerçeği ortaya çıkmıştır. İş sağlığı ve güvenliği adına oluşturulan politikalar ve stratejiler doğrultusunda gerçekleştirilen çalışmalardan ve iş güvenliği ile iş sağlığı süreçlerinin yönetimi için oluşturulmuş kalite yönetim sistemlerinden, en yüksek düzeyde fayda sağlanması ve sürekli iyileştirmelerin gerçekleştirilmesi hedeflenmiştir. Kalite yönetim sistemi ihtiyacı sonucunda ISO 45001 Yönetim Sistemi geliştirilmiştir. Bu çalışmada iş sağlığı ve iş güvenliği tanımları, iş güvenliği ve iş sağlığı kavramlarının tarihçesi, iş güvenliği ve iş sağlığı dair kalite yönetim sistemleri, ISO 45001’ in tarihçesi, standardın maddeleri, şartları, gereklilikleri, bir işletmede uygulanması gibi konulara yer verilmiştir. Bu çalışma neticesinde bir işletmede TS ISO 45001 standardının uygulanması için yapılan adımlar bu adımlar oluşturulurken yaşanan zorluklar ve uygulama sonunda işletmeye kazandırdığı faydaların ortaya konması hedeflenmiştir.

With the business manners and consciousness changings in the developing new world order, more professional approaches were carried out in the field of occupational health and safety. Especially increasing occupational accidents and occupational diseases after the Industrial Revolution, ıt has created the need to take important steps with regard to work health and safety. To make the workers and the work place safe become the primary case of Human Rights. And also to make business continuity the importance of related notions had been understood. With the developing conscious in occupational health and safety cases; many methods, policies and strategies have been established. All these strategies and policies needed to progress by providing systematic sustainability and continuous improvement, and the fact that management systems were needed to achieve this emerged. Accordingly the established quality management systems of the policies and strategies about the work health and safety studies, ıt aims to obtaining maximum benefit and realization of continuous improvements. The ISO 45001 Management System was developed as a result of the needs for the quality management system. That study contains; the definition of work health and safety, the history of the notion health and safety, quality management systems about the occupational health and safety, the history of ISO 45001, articles in the standart, conditions and necessities of it, implementation in a business. As a result of this work, is intended reveal the steps taken for the implementation of the TS ISO 45001 standard in a enterprice, the difficulties experienced while these steps were created and the benefits it brought to the enterprice at the end of the application.
