Paşabahçe semtinde işçi sınıfının oluşumu cam işçi hareketinin gelişimi ve yönelimleri

Abstract

PAŞABAHÇE SEMTİNDE İŞÇİ SINIFININ OLUŞUMU CAM İŞÇİ HAREKETİNİN GELİŞİMİ VE YÖNELİMLERİ ÖZET Bu çalışma, Türkiye’de işçi sınıfının oluşum sürecini, bu sürece yön veren temel tarihsel ve toplumsal dinamikleri anlamaya ve açıklamaya yönelik bir çabadır. Paşabahçe cam sanayii hem tipik hem de özgün yanlarıyla bu çabamız için uygun özelliklere sahip bir örnek olay olarak belirlenmiştir. Adını kurulduğu semtten alan Paşabahçe Şişe-Cam Fabrikası, Cumhuriyet’in ilk büyük sanayileşme hamlesi sırasında kurulmuş, Türkiye işçi sınıfı oluşumunun çeşitli veçheleriyle gözlemlenebileceği özgün bir mekân olma özelliği taşımaktadır. Çalışmada cumhuriyetin bu ilk şişe-cam tesisinin, ülkenin en büyük özel sermaye kuruluşu olan İş Bankası eliyle “milli bir tesis” olarak kurulma macerası ayrıntılı biçimde sunulmuştur. Milli kuruluş, kamu gibi görünen ama sermaye yapısı ve işleyiş biçimiyle kapitalist nitelikte olan kuruluştur. Erken cumhuriyet dönemi işçi sınıfı oluşumunu, genellikle kamuya ait sanayi tesislerinde istihdam edilen işçiler üzerinden ele alan emek tarihimiz bize, “milli” bir kuruluşta hüküm süren emek-sermaye ilişkileri hakkında pek az şey söylemektedir. Bu bağlamda Paşabahçe örneğinde ortaya konanlar yeni bir bilgi birikimi oluşturmaktadır. Paşabahçe semti, İstanbul’un ilk tipik işçi havzalarından birisi olmuştur ve semtle fabrikanın tarihleri birbirleriyle büyük ölçüde iç içe geçmiştir. Bu yakın ilişki değerlendirilerek, işçi sınıfı oluşumunda yaşam alanlarındaki mekansal ve siyasal gelişmelerin yerinin anlaşılması çalışmanın özel başlıklarında birisi olmuştur. Sınıf mücadelesinin açık mücadelelerle kamusal görünürlük kazandığı anların gerisinde yatan birikimi anlamak için fabrikada gündelik düzeyde sürdürülen mücadelelerin çözümlemesine gidilmiştir. Sınıf oluşumunun kurumsal ifadesi olan sendikanın kuruluş ve gelişim süreci tarihsel sosyolojik bir perspektifle ortaya konmuştur. Fabrikadaki günlük mücadeleleri içinde ve yer aldıkları sendikal hareketin olanaklarıyla deneyim birikimi edinen, örgütsel kapasitelerini geliştiren cam işçilerinin sınıf olarak görünürlük kazandıkları an giriştikleri ilk büyük grevdir. Paşabahçe’de yaşanan 1966 Şişe-Cam grevi işçi hareketi tarihimizin köşe taşlarından birisi olarak değerlendirilir. Grevin buradaki işçi sınıfının belirgin bir varlık kazandığı an olmanın yanısıra Türkiye sınıflar mücadelesi açısından taşıdığı sembolik önem göz önünde tutularak ayrıntılı bir analizi yapılmıştır. This study is an effort to understand and explain the process of formation of the working class in Turkey and the basic historical and social dynamics that dominated the said process. The Paşabahçe Şişe-Cam has been determined as a sample case that has the proper specifications for our effort both with its typical and original aspects. Named after the district where it was founded, Paşabahçe Şişe-Cam Factory, has been founded during the first great industrialization move of the Republic, and has the feature of being an original venue where the formation of the proletariat of Turkey may be observed. In the study, the story of foundation of this first glass production facility of the republic as a “national production plant” by İş Bank, the greatest private capital institution of the country has been provided in details. A national institution is a capitalist institution with its capital structure and the way it is operated, despite its resemblance with a public institution. Our labor history that deals with the formation of the early republican period working class generally over the workers employed in the state-owned industrial bodies does not tell us much about the labor-capital relations that are dominant in a “national” institution. In this context, what is put forth in the case of Paşabahçe creates a new knowledge. The district of Paşabahçe has been one of the first typical worker basins and the history of the district and the factory has been shared to a great extent. The revelation of the position of the spatial and political developments in the areas of living in the formation of the proletariat through evaluation of this close relation has been one of special headlines of this study. For the purpose of understanding the accumulation behind the times that the class conflicts become publicly visible with declared struggles, the analysis of the daily struggles in the factory has been made. The foundation and development process of the trade union, which is the corporate expression of the class formation, has been put forth in a historical and sociological perspective. The moment the glass workers, who have gained experience within their daily struggle in the factory and improved their organizational capacity with the means of the trade union motion they were involved in, became visible as a separate class is the first strike they went on. The 1966 Şişe-Cam strike in Paşabahçe is evaluated as one of the milestones of our labor movement history. A detailed analysis of the strike has been carried out, considering the fact that it is the moment that the proletariat here has gained an evident visibility alongside with its symbolical significance in the class struggles in Turkey.
