Abstract
Mali başlangıçta feodal monarşik sisteme sahip bir krallıktı. Daha sonra Fransa tarafından sömürgeleştirilen bir krallık oldu. Mali, yıllar süren mücadelenin ardından demokratik bir rejimi benimseyerek bağımsızlığını kazandı. Bu bağımsızlık başlangıçta umutla beslendi. Ne yazık ki, bağımsızlık sonrası yıllar, beklentilere aykırıydı. Ardışık siyasi krizler, Tuareg isyanı, sosyo-ekonomik istikrarsızlık ve terörizm yaşandı. Bu olayların sonuçlarının olduğunu belirtmek gerekir. Bölgesel ve uluslararası örgütlerin yaptırımları, cihatçı grupların ülkenin kuzeyinde kontrolü ele geçirmesine izin veren siyasi ve güvenlik istikrarsızlığı gibi sonuçlar meydana geldi. Bu çalışma, Mali devletinin 2012'den bu yana yaşadığı istikrarsızlığın nedenlerine ve Mali devletinin krizlere etkili bir şekilde yanıt verememesinin nedenlerine odaklanmaktadır. Bu araştırma, belgelerin, makalelerin, raporların analizine ve sahadaki bir paydaşla yapılan görüşmeye dayanmaktadır.
Mali was originally a kingdom with a feudal monarchical system. This kingdom was later colonized by France. After years of struggle, Mali gained its independence by adopting a democratic regime. This independence was initially fueled by hope. Unfortunately, the post-independence years were contrary to expectations. A series of political crises, a Tuareg rebellion, socio-economic instability, and terrorism ensued. It should be noted that these events had consequences. Consequences such as sanctions from regional and international organizations, political and security instability allowing jihadist groups to take control in the north of the country. This study examines the reasons for the instability of the Malian state since 2012 as well as the reasons for its inability to respond effectively to crises. This research is based on the analysis of documents, articles, reports, and an interview with an actor in the field.
