Publication: İstanbul’da kar amacı gütmeyen vakıf hastanelerinin yönetim ve organizasyonlarının verimlilik açısından gelişiminin incelenmesi
Abstract
İstanbul’da kar amacı gütmeyen vakıf hastanelerinin yönetim ve organizasyonlarının verimliliğini inceleyen bu çalışmada, kar amaçsız örgütlerin tanımları ve özellikleri anlatılmış, vakıfların türleri, kuruluş ve yönetim biçimleri ile denetim şekilleri araştırılmıştır. Bunların yanı sıra, kar amaçsız hastanelerin genel organizasyonuna değinilmiş, verimlilik kavramı teori düzeyinde tanımlanarak, İstanbul’da yer alan ve kar amacı gütmeyen vakıf hastaneleri, monografik örnekleme yöntemiyle incelenmiştir. Araştırmamız kapsamında hazırladığımız soru formuyla, içlerinden dört tane cemaat vakfı hastanesi, iki tane yabancı cemiyete ait hastane ve iki tane iktisadi işletme olan vakıf hastanesi örneklemiyle derinlemesine yüzyüze görüşme yapılmıştır. Tez çalışmasına başlamadan önce, ilgili hastanelerden işbirliği konusunda yazılı onay alınmıştır. Elde edilen bulgulara göre, kuruluş amaç ve şekilleri farklı olan cemaat vakfı hastaneleri ile iktisadi işletme olan vakıf hastanelerinin sürekliliği esas aldıkları saptanmıştır. Yine yapıları gereği, cemaat vakfı hastanelerinin yönetim ve organizasyonunda, vakıf Yönetim Kurulu’nun doğrudan söz sahibi olduğu belirlenirken, iktisadi işletme olan vakıf hastanelerinin daha kurumsallaşmış bir yapısı ve vakıf Yönetim Kurulu’ndan daha bağımsız bir yönetimlerinin olduğu belirlenmiştir. Çalışma sonucunda, cemaat vakfı hastanelerinin, iktisadi işletme olan vakıf hastaneleriyle kıyaslandığında, mikro düzeyde birçok yönetimsel ve finansal kısıtlarla karşı karşıya oldukları halde, yine de ülke ekonomisinin verimliliğini artırarak ve devletin sosyal sorumluluklarında, az da olsa yükünü hafifleterek katkıda bulunduğu saptanmıştır. THE ANALYSIS OF THE ADMINISTRATIONAL AND ORGANIZATIONAL DEVELOPMENT OF NON-PROFIT FOUNDATION HOSPITALS IN ISTANBUL IN TERMS OF EFFICIENCY This qualitative study analyses the management and organizational efficiency of certain non-profit charity hospitals in Istanbul, provides theoretical information regarding the definitions and features of non-profit organizations, the types of foundations, and how each are set up, administered and inspected. It also outlines the general way/ s in which non-profit hospitals are organized. By providing a theoretical definition of the concept of efficiency, it analyzes certain non-profit foundation hospitals in Istanbul using monographic sampling methods. The research involved using a questionnaire to conduct in depth interviews with four selected faith-based charity hospitals, two foreign community affiliated hospitals and two comercial foundation based hospitals. The study found that even though the non-profit and the commercial foundation-based hospitals differed in terms of setup, aim and form, they were both committed to maintaining their perpetuity. It also found that although the board of directors of the foundation hospitals controlled administration and organization of the non- profit foundation hospitals, the commercial foundation based hospitals were more institutionalized and that their management was more independent than that of the board of directors of the foundations. Overall, this study found that the faith-based hospitals, despite facing many more administrative and financial constraints at the micro level than the commercial foundation based hospitals, still alleviate the government’s load in terms of social responsibilities by increasing the efficiency of the national economy.
