Abstract
Bu çalışmada Osmanlı İmparatorluğu’nun Erdel üzerine sefer yaptığı 1660 tarihli merkezi hazineye ait bir muhasebe icmali (bütçe) incelenmiştir. Ana kaynak olarak T.C. Başbakanlık Osmanlı Arşivi Maliyeden Müdevver Defterler fonu 22249 numaralı defterden yararlanılmıştır. Araştırmaya konu olan bütçe başka çalışmalarda da kullanılmıştır. 17. yüzyılda yaşamış bir Osmanlı bilgini olan Hezarfen Hüseyin Efendi’nin “Telhîsu’l-Beyân Fî Kavânîn-i Âl-i Osman” adlı eserinde de bu bütçe verileri yer almaktadır. Ömer Lütfi Barkan, “1070-1071 (1660-1661) Tarihli Osmanlı Bütçesi ve Bir Mukayese” adlı makalesinde bu bütçeyi incelemiştir. Ayrıca Sevim İlgürel, 1998 yılında Telhîsu’l-Beyân Fî Kavânîn-i Âl-i Osman’ı yayına hazırlamıştır. Bu bütçenin anıldığı veya bir kısmının kullanıldığı başkaca çalışmalar da vardır. Bu çalışmada MAD 22249 numaralı defterde bulunan muhasebe icmali ile Barkan ve İlgürel’in yayınları mukayese edilerek H.1070-71 tarihli bütçenin en doğru/ kesin hali ortaya çıkarılmıştır. Erdel üzerine düzenlenen seferin harcamalarına ait bugüne dek ayrıntılı bir çalışma yapılmış değildir. Tezin konusunu teşkil eden muhasebe icmali (bütçe) üzerinde durularak bu boşluk kapatılmaya çalışılmıştır.
In this study, a sum of accountancy (budget) belongs to central treasury in 1660 of Ottoman Empire’s campaign towards Transylvania was analyzed. Register numbered 22249 in fonds of Maliyeden Müdevver Defterler in Ottoman Archive Catalogues of Prime Ministry, is the main source. The budget which is the subject of this study was also used in other studies. This budget is placed in “Telhîsu’l-Beyân Fî Kavânîn-i Âl-i Osman” of an Ottoman scholar Hezarfen Hüseyin Efendi. Ömer Lütfi Barkan analyzed this budget in the essay titled “1070-1071 (1660-1661) Tarihli Osmanlı Bütçesi ve Bir Mukayese”. Additionally, Sevim İlgürel edited a book about Telhîsu’l-Beyân Fî Kavânîn-i Âl-i Osman in 1998. Besides these studies there are some in which this budget was mentioned or partly used. In this study, the most accurate/ exact version of budget dated in Hijri 1070-71 is formed by comparing the register numbered MAD 22249 with Barkan and İlgürel’s publications. The expenditures about the campaign of Transylvania hasn’t been studied thoroughly hitherto. An effort has been made to fill this gap by emphasizing this sum of accountancy (budget).
