Publication: Etik liderlik üzerine okul yöneticileri ve öğretmenlerin görüşlerinin incelenmesi
Abstract
ÖZETBu çalışmanın amacı etik liderlik üzerine okul yöneticileri ve öğretmenleringörüşlerinin incelenmesidir. Nitel araştırma desenlerinden fenomenoloji desenininkullanıldığı bu araştırmada 20 okul yöneticisi ve 15 öğretmen ile yüz yüze yarıyapılandırılmış görüşmeler yapılmıştır. Görüşmeler sonucunda elde edilen veriler nitelaraştırma yöntemleri doğrultusunda kodlanarak temalar altında toplanmış ve içerikanalizine tabi tutulmuştur.Bu çalışmada okul müdürleri ve öğretmenlerle yapılan görüşmeler neticesinde etikliderlik teması altında; etik liderliğin anlamı, etik liderlikte karar alma kaynağı, etikliderlik özellikleri, etik liderlerin meslektaşları üzerindeki etkileri, etik kültürüngöstergeleri, etik liderlik engelleri ve etik liderlik engellerinin aşılması için yapılmasıgerekenler, etik kültürün oluşturulmasına yönelik öneriler olmak üzere alt temalaraulaşılmıştır. Okul yöneticileri ve öğretmenlerden elde edilen verilere göre etik birliderin adaletli, çalışanlarına ve öğrencilere karşı eşit, ahlaki değerlere sahip, rehber,objektif, güvenilir, tarafsız, liyakatli ve sorumluluk alma bilinci olması gerektiğiyönünde bulgular elde edilmiştir. Katılımcılar etik liderin karar verirken hem kalbiylehem de aklıyla karar vermesinden bahsetmişlerdir. Gerekli olduğunda inisiyatifalabilmesi, gerektiği durumlarda da kanun ve yönetmeliklere göre hareket etmesigerektiğini belirtmişlerdir. Okul yöneticileri ve öğretmenlerden elde edilen verilere göreetik liderin rahat ve huzurlu, mutlu, üretimin ve motivasyonun yüksek olduğu, velimemnuniyetinin sağlandığı bir okul oluşturması yönünde bulgulara rastlanmıştır. Etikliderlik davranışlarının sergilendiği okulların çevresine örnek olduğunu, tercih edilen birokul olduğunu ifade etmişlerdir. Katılımcılar, her okul müdürünün etik liderolamamasını kişilik yapısından, liderlik özelliklerinin yoksunluğundan, müdürlerintarafsız davranamadıklarından, çevresel faktörlerden kaynaklı olduğunu dilegetirmişlerdir. Ülkemizde etik lider yetiştirilememesi önünde liyakatsizliği, kişiselmenfaatleri, bürokratik işlemleri engel olarak gördüklerini vurgulamışlardır.Katılımcılar okullarda etik kültürün oluşturulması için yenilikçi politikalarıngeliştirilmesi gerektiğini, dikkatli ve objektif yönetici seçimi yapılması gerektiğini,eğitimin her kademesinde etik kültürün yerleştirilmesi gerektiğini ifade etmişlerdir. ivAraştırma sonucunda elde edilen bulgulara göre; yöneticilere eğitimler verilmesi,liyakatli olan, en az yüksek lisansını yapmış, mevzuata hakim kişilerin seçilmesi, eğitimyöneticiliği ile ilgili lisans eğitimi verilmesi, etik liderliğin üniversitelerde ders olarakokutulması, bakanlığın seçtiği yöneticiyi ya da politikaları izlemesi, denetlemesi vedeğerlendirmesi, sosyal medya, çizgi film, televizyon programlarının içeriğininplanlanması, elektronik cihaz uygulamalarının kontrol altına alınması, okul ve aile işbirliğine önem verilmesi önerilmektedir.derlik, etik liderlik, okul yöneticisi, öğretmen, öğrenci,okul.
ABSTRACTThe aim of this study is to examine the opinions of school administrators and teacherson ethical leadership. In this qualitative research study, a phenomenology design wasused, and face-to-face, semi-structured interviews were conducted with 20 schooladministrators and 15 teachers. The data obtained from the interviews were coded inaccordance with qualitative research methods, collected under themes, and subjected tocontent analysis.In this study, as a result of the interviews conducted with school principals and teachers,under the theme of ethical leadership; The meaning of ethical leadership, the source ofdecision-making in ethical leadership, the characteristics of ethical leadership, theeffects of ethical leaders on their colleagues, indicators of ethical culture and the thingsto be done to overcome the ethical leadership barriers and ethical leadership barriers, aredealt with. According to the data obtained from school administrators and teachers, itwas found that an ethical leader should be fair, equal against employees and students,having moral values, providing guidance, having objectives, trustworthy, beingimpartial, efficient and having the awareness for taking responsibility. The participantsmentioned that the ethical leader should make decisions with both heart and mind. Theystated that they should take initiative, when necessary and act according to laws andregulations. According to the data obtained from school administrators and teachers, theethical leader was found to be comfortable and at ease, happy, be highly productive andmotivational, thus parents' satisfaction would be realized at a school. They expressedthat where ethical leadership behaviors were exhibited in the environment of the schools, those were the preferred schools. The participants expressed understanding that everyschool principal will be an ethical leader due to personality structure, lack of leadershipcharacteristics, principals' inability to act impartially and environmental factors. Theyemphasized that they perceived that ethical leaders could not be raised in our country,due to the lack of efficiency, personal interests and bureaucratic procedures. Theparticipants expressed that innovative policies should be carefully developed in order toestablish an ethical culture in schools, and should have objective manager selection andethical culture should be established at all levels of education.viAccording to the findings of the research; providing training to managers, beingefficient, having, at least, a master's degree, mastering the legislation, providingundergraduate education related to education management, teaching ethical leadershipin universities, monitoring the manager or policies chosen by the ministry andmonitoring and evaluating the social media.
