Abstract
Hegemon Sanayi Olarak Demir Çelik: Ereğli Demir-Çelik ve Üretim Sürecine Yansımaları TEZ ÖZETİ Bu çalışmada belirli bir tarihsel dönem içinde hegemon sanayi konumuna gelmiş olan demir çelik sektörü, somut bir örnekle, Ereğli Demir Çelik Fabrikalarının kuruluşu ve gelişimi ile incelenmektedir. Bunu için öncelikle hegemon sanayi kavramını açıklığa kavuşturmak gereklidir. Bu çalışmanın ikinci bölümünde, hegemon sanayi, tarihsel gelişimi içinde irdelenmekte, ortaya çıkış koşulları, temel nitelikleri ve kavramın içeriği çözümlenmektedir. Aynı bölümde ekonomi yazınında kullanılan öncü sektör ile farklılıkları belirlenmektedir. Hegemon sanayi kavramı açıklığa kavuşturulduktan sonradır ki, Demir çelik sektörünün belirli bir tarihsel dönem için taşıdığı bu rolün, gelişimi, özgül koşulları değerlendirilebilir. Çalışmanın 3. Bölümünde yapılan budur. Bunu izleyen bölümde, Türkiye'de demir çelik sanayiinin gelişimi anlatılmaktadır. Bu tarihsel arkaplan, Ereğli Demir Çelik Fabrikası'nın kurulduğu koşulları anlamak için önemlidir. Çalışmanın beşinci bölümünde de, kuruluşu ve gelişimi içinde Ereğli Demir Çelik Fabrikası'nın demir çelik sektöründeki konumu değerlendirilmektedir. Ürettiği ürünler ile farklı sanayi dallarını etkileme özelliği, iç pazarda tuttuğu yer, ihracat durumu, üretim kapasitesi, bu kapasiteyi ve ürün kalitesini geliştirme için yaptığı yatırımlar değerlendirilmekte, bu yatırımların ve üretim sürecindeki yansımaları incelenmektedir. Temel amaç, eskiden gelişmemiş bir ülke olan Türkiye'de sanayileşmenin belirli bir dalı olarak Ereğli Demir Çelik Fabrikalarının somut örneğini değerlendirerek, demir çelik sektörünün hegemon sektör olarak eski konumunu sürdürüp sürdürmediği incelenmektedir. For a certain historical period, iron and steel manufacturing has the leading role in the world economy which brought concept of hegemonic sector to the economic literature. In this thesis, as an example of iron and steel manufacturing sector, construction and development of Ereğli Iron and Steel Co. will be studied. The question is that: Iron and Steel Co. becomes also a hegemonic sector as the Co. constructed or could never become such a hegemonic sector whatever its performance is? In order to understand this question and find the solution, we must first explain the concept of hegemonic sector. The second chapter of the thesis is related to this subject. It analyzes the historical development of the concept hegemonic sector. In this chapter, preconditions, characteristics and content of the concept hegemonic sector. The same chapter also deals with the differences between this concept and the concept primary sector that is frequently used in economic literature. The third chapter, deals with the place of iron and steel manufacturing which played an important role as a hegemonic sector for a certain period in the past; this chapter explains the specific conditions of that role and that period. The next chapter explains the historical development of iron and steel manufacturing in Turkey. And fifth chapter deals with Ereğli Iron and Steel Co. in particular. Construction and development of Ereğli Iron and Steel Co., its place in Iron and Steel manufacturing sector will be studied. Its products, areas which these products are used, the capability of influencing different sectors of industry, place in the market, production capacity, investmens, technological improvements and changes in the production process caused by investments and technological improvements. The main aim of this thesis is to analyze whether Ereğli Iron and Steel Co as an early hegemonic sector retains its early position or as a newly industrializing country which is only for decades producing its own iron and steel products, this was not already possible.
