Publication: ACP yaklaşımı çerçevesinde toplum 5.0’IN gerçekleştirilebilirliği, fırsat ve tehditler
Abstract
Mutlu ve müreffeh bir toplum oluşturmak, politik düzeyde tüm devletlerin ortak hedefidir fakat şimdiye kadar gerçekleştirilebildiğine dair bir bulguya rastlanmamaktadır. Buna karşın Japon devleti, hazırladığı Toplum 5.0 projesinde sürdürülebilirlik anlayışı içinde bu hedefin gerçekleştirebileceğini iddia etmektedir. Hatta, uluslararası ortak sorunların çözümüne de katkıda bulunabileceği kanaatiyle Toplum 5.0’ın global çapta da uygulanmasını istemektedir. Fakat bu istek, başta kültürel çeşitlilik sorunu olmak üzere gerçekleştirilebilirlikle ilgili cevaplanması gereken bir takım soruları akla getirmektedir. Bu nedenle araştırma konusu olarak seçilen Toplum 5.0’ın gerçekleştirilebilirliği ve bu toplumu inşa edecek bir yöntemin sosyal bilişim bilimi sınırları içinde tartışılması gereklidir. Böylece bu konudaki diğer disiplinlerarası bilimsel çalışmalarla ve uluslararası stratejik adımlarla kavramsal bir köprü oluşturmanın yanında gelecekte bu projeye yönelik yapılacak analizlere teorik bir katkı sunulması hedeflenmektedir. Analitik bir yaklaşımla yapılan nitel araştırma sonucunda, Toplum 5.0’ın gerçekleştirilmesi için gereken teknolojik alt yapının hazır olduğu görülmüştür. Fakat bu toplumun inşa edilmesi için halihazırdaki teknolojinin kullanılmasına yönelik kültürel bir paradigma değişimiyle birlikte bilimsel bir yönteme ihtiyaç olduğu da ortaya çıkmıştır. Bu nedenle üç farklı sistemin birleştirilmesiyle oluşturulan CPSS’in alt yapısını oluşturduğu ACP yaklaşımı, yönetim ve kontrol sorunlarında etkili bilimsel çözümler sunduğunun anlaşılması üzerine yöntem olarak önerilmiştir. Toplumsal etkileşimlerin mikro görünümde gözlemlenebildiği bir ortamdaki işbirlikçi zekâ yardımıyla bireysel, kurumsal ve yönetimsel yeteneklerin geliştirilebildiği anlaşılan bu yöntemle tasarlanarak, istenen akıllı toplumlara ve ötesine ulaşılabildiği anlaşılmaktadır. Bu bağlamda, temel teorisi geleneksel yapay zeka (YZ) teorilerini CPSS’e genişleten paralel zekâya dayanan akıllı bir toplum olan Toplum 5.0’ın, bu yöntemle gerçekleştirilebilirliği mümkün göründüğünden araştırma hipotezi doğrulanmaktadır.
Creating a happy and prosperous society is the common goal of all states at the political level, but there is no evidence that it has been achieved so far. On the other hand, the Japanese state claims that in the Society 5.0 project it prepared, it can achieve this goal with an understanding of sustainability. In fact, with the conviction that it can contribute to the solution of international common problems, it wants Society 5.0 to be implemented on a global scale. However, this demand raises a number of questions that need to be answered regarding realizability, particularly the issue of cultural diversity. For this reason, it is deemed necessary to discuss the feasibility of Society 5.0, which is chosen as a research subject, and a method that will build this society within the boundaries of social informatics. Thus, besides creating a conceptual bridge with other interdisciplinary scientific studies and international strategic steps, it is aimed to make a theoretical contribution to the analyzes to be made for this project in the future. As a result of the qualitative research conducted with an analytical approach, it was seen that the technological infrastructure required for the realization of Society 5.0 is ready. However, there is a need for a scientific method with a cultural paradigm shift for the use of this technology. For this reason, the ACP approach, which is formed by the combination of three different systems, which is the infrastructure of CPSS, has been proposed as a method upon understanding that it offers effective scientific solutions in management and control problems. It is understood that the desired smart societies and beyond can be reached by designing this method, which is understood to be able to develop individual, institutional and managerial abilities with the help of collaborative intelligence in an environment where social interactions can be observed in a micro view. In this context, the research hypothesis is confirmed as it seems possible that Society 5.0, a smart society whose basic theory is based on parallel intelligence that extends traditional artificial intelligence theories to CPSS, can be realized with this method.
