Bilimsel ve teknolojik bilginin niteliksel performansının ölçümü

Abstract

Enformetri, Bilimmetri göstergeleri, niteliksel göstergeler. Günümüz gelişmişlik koşullarında bilgi toplumu, bilgi ekonomisi, bilgi üretimi gibi birçok kavram bilginin her geçen gün artan önemi etrafında şekillenmektedir. Bilginin uluslar arası rekabet koşullarında artan bu önemi ile birlikte, üretilen bilginin başarım performansını incelemeye yönelik faaliyetler enformetri, bilimmetri ve webometri gibi çeşitli branşlar altındaki araştırmalar çerçevesinde yürütülmektedir. Bu araştırmalar sonucunda çok sayıda performans ölçüm ve göstergeleri geliştirilmiştir. Bu göstergelerden yaygın kullanıma kazandırılmış olanlar, bilgi ve etki düzeyi üretimine yönelik tamamen niceliksel veya nicelik esaslı yarı niteliksel göstergeler çerçevesinde inceleme yapabilmektedir. Bu göstergeler üretilen bilginin sağladığı fayda ve kalite bakımından incelemesini sağlayacak güçlü nitelik ölçümlemeleri bakımından yetersiz kalmaktadır. Üretilen bilginin sadece niceliksel ölçüm çerçevesinde incelenmesi ise önemli yanılgılara sebep olabilmektedir. Bu tezde bilimsel ve teknolojik bilginin performansını nitelik ve kalite bakımından etkili biçimde ölçümleyecek göstergelerin geliştirilmesine yönelik; üretilen bilginin sağladığı fayda, teknolojiye veya sosyal projelere dönüşebilirlik, eğitimde kullanılabilirlik, yenilik ve yaratıcılık gibi birçok niteliksel yaklaşım ile ele alınmaktadır. Bu yaklaşımlar çerçevesinde uygulanabilir ölçüm ve sunum modellemeleri saha çalışması ile birlikte sunulmaktadır.

Informetrics, Scientometric indicators, qualitative indicators. In today’s developed world, many terms such as knowledge production, knowledge economy, information society are shaped under escalating importance of knowledge. Together with strategically increasing importance of information production, the world’s intensifying competition pushes nations to focus on the activities to measure performance of produced knowledge. International societies have allready developed scientific branches to measure performances of produced information, such as informetrics, scientometris, webometrics, bibliometrics and so on. Plenty of measures and indicators have been developed as a result of these studies. But among those, the widely used indicators are mostly focusing on quantitative measures of knowledge production, or quantity based semi qualitative measures. These indicators are not adequate to measure on quality or benefit of the produced knowledge. Quantitiy only approach may lead in wrong decisions when the object is knowledge. In this thesis we have focused on developing efficient indicators to measure usefulness and quality of produced information. With this effort, we have studied indicators on benefit and usage potentials, transformation performance into technology or service, usage performance in education, and innovation and creativity potentials of produced information. Feasable measuring techniques and presentation modellings have been studied and presented in this regard.
