Kayıt dışı kadın istihdamı ve vergi kaybı

Abstract

Bir ülkenin, gelişmişlik seviyesinin önemli ölçütlerinden biri kadınların ücretli olarakişgücü piyasasında yer almasıdır. Kadınların istihdamı ekonomik, sosyal ve psikolojik açıdanson derece önemlidir. İlk kez sanayi devrimi ile ücretli işgücü olarak istihdam edilmeyebaşlayan kadınlar, tarihsel süreçte, gelişmiş ve gelişmekte olan tüm ülkelerde çeşitli engellerlekarşılaşmaktadır. Bu engellerden biri de birey ve ülke ekonomisi açısından son derece önemliolan kayıt dışı çalışma ve çalıştırılmadır.Küreselleşme ile ortaya çıkan yeni çalışma biçimleri kadınların kayıt dışı istihdamınıartırmaktadır. Kayıt dışı istihdam edilen kadınlar bir taraftan sosyal güvenlik sistemininsağlamış olduğu hizmetlerden yararlanamamakta diğer taraftan da kayıt dışı kadın istihdamıdevletin vergi kaybına uğramasına neden olmaktadır. Söz konusu negatif dışsallıklarındandolayı kayıt dışı kadın istihdamı mücadele edilmesi ve üzerinde durulması önemle gereken birsorundur.One of the important criteria of a country's level of development is the inclusion ofwomen in the labor market on a paid basis. Employment of women is extremely important ineconomic, social and psychological terms. Women, who started to be employed as wage laborwith the industrial revolution for the first time, face various obstacles in all the developed anddeveloping countries in the historical process. One of these obstacles is informal work andemployment, which is extremely important for the individual and the national economy.New forms of work that have emerged with globalization increase the informalemployment of women. On the one hand, informal women cannot benefit from the servicesprovided by the social security system and on the other hand, unregistered women'semployment causes the state to lose tax. Because of these negative externalities, informalwomen's employment is a problem that needs to be tackled and emphasized.
