Analysis of forex policy and its impact on economic growth : the case of Ethiopia

Abstract

Etiyopya'daki döviz kıtlığı, ülkenin ekonomik büyümeyi etkileyen makroekonomik istikrarsızlığının en önemli nedenlerinden biridir. Etiyopya az gelişmiş bir ülke ve ekonomisi esas olarak ithalata bağımlıdır. Bu tezin çalışma Etiyopya'daki forex politikasının ekonomik büyüme üzerindeki etkisini, kısa ve uzun vadeli dönemlerde döviz kuru ile ekonomik büyüme arasındaki ampirik ilişkileri inceleyerek araştırmayı amaçlamaktadır. Çalışmada 1985'ten 2021'e kadar olan dönem için zaman serisi verileri kullanılmıştır. Johansen eş-entegrasyonu ve vektör hata düzeltme modelleri, reel GSYİH'nın uzun ve kısa vadeli denklemini tahmin etmek için kullanılmıştır. Tahmine dahil edilen açıklayıcı değişkenler nominal döviz kuru, reel döviz kuru, ihracat ve ithalattır. Bulgulardan elde edilen sonuçlar, uzun vadede reel döviz kuru ve ihracatın reel GSYİH ile önemli pozitif ilişkilere sahip olduğunu, nominal döviz kuru ve ithalatın ise ekonomik büyüme ile önemli negatif ilişkilere sahip olduğunu ortaya koymaktadır. Tahmin sonucundan, uzun vadede, yerel para biriminin reel devalüasyonunun Etiyopya'da ihracatın büyümesini ve reel GSYİH'yı arttırdığı görülmektedir. Çalışma ayrıca, döviz kuru yanlış hizalamasının reel GSYİH'nın dengeden değişimi üzerinde güçlü bir etkiye sahip olduğunu keşfedildi. Buna dayanarak, araştırmacı mevcut yönetilen döviz kuru politikasının Etiyopya'nın istikrarlı ekonomik büyümesi için geçerli dış politika olduğunu, ülkenin ihracata dayalı ekonomik büyümeyi sürdürmek için reel döviz kurunu devalüe etmeye devam etmesi gerekeceğini öne sürülmüştür.

The scarcity of foreign currency in Ethiopia stands as a prominent factor contributing to macroeconomic instability, which, in turn, affects the country's economic growth. Given Ethiopia's status as a least developed country heavily reliant on imports, this study aims to examine the impact of the foreign exchange policy on economic growth. Specifically, it explores the empirical relationships between the exchange rate and economic growth in both the short and long term. Historical time series data spanning from 1985 to 2021 are utilized for analysis. The study employed the Johansen co-integration and vector error correction models to estimate the short and long run equations of real economic growth. The explanatory variables considered in the estimation include the nominal exchange rate, real exchange rate, exports, and imports. The findings of the study reveal significant positive relationships between the real exchange rate and real GDP, as well as between exports and real GDP in the long run. Conversely, the study identifies significant negative relationships between the nominal exchange rate and imports, and economic growth. The results also indicate that in the long run, a real devaluation of the domestic currency positively affects export growth and real GDP in Ethiopia. Additionally, the study highlights the influence of exchange rate misalignment on the deviations of real GDP from its equilibrium level. According to the findings, the researcher suggests that the existing managed exchange rate policy is an appropriate foreign policy for ensuring stable economic growth in Ethiopia. It further recommends the continued devaluation of the real exchange rate to sustain export-led economic growth.
