II. Abdülhamit döneminde İstanbul'da belediyecilik hizmetleri (1876-1909)

Abstract

19.yüzyıl Osmanlı tarihinin önemli padişahları arasında yer alan Sultan II. Abdülhamid birçok farklı açıdan incelenmiştir; fakat döneme dair belediyecilik kapsamında yapılan çalışmalar oldukça sınırlıdır. II. Abdülhamid Dönemi İstanbul'u için ise bu alanda müstakil bir çalışma yoktur. II. Abdülhamid Dönemi İstanbul'u belediyeciliğine eğilen bu tez, hem İstanbul şehir tarihine güçlü bir katkı hem de II. Abdülhamid Dönemi'nin daha iyi anlaşılmasına anlamlı bir hizmet olacaktır. Bu noktadan bakıldığında metropol şehir İstanbul'un belediyecilik tarihinin incelenmesi büyük önem arz etmektedir. İşte bu çalışmada Osmanlı arşiv belgeleri ışığında şehirde belediyeciliğe dair hususlar Şehremaneti gelir kalemleri, zahire tedariki, Şehremaneti bütçesi, nüfus işleri, belediye- matbuat ilişkisi, Şehremaneti merkezi ve idari yapısı, belediyeciliğe dair hukuki düzenlemeler, Şehremaneti ile esnaf ilişkisi, inşaat faaliyetleri, Şehremaneti ve sosyo-kültürel gelişmeler ve sağlık, temizlik ve su hizmetleri başlıkları dikkate alınarak incelenmiş ve birtakım değerlendirmelerde bulunulmuştur.

Abdülhamid II, one of the most significant sultans of the Ottoman nineteenth century history has been studied from many different perspectives; but academic studies regarding Ottoman municipal work of the nineteenth century are extremly limited and there is currently no academic studies on this topic focusing upon İstanbul, the capital of the Ottoman Empire, in the era of Abdülhamid II. In this respect, the following thesis about İstanbul municipal work in the era of Abdülhamid II wıll be both a strong contribution to the history of İstanbul city and a meaningfull service to the understanding of Abdülhamid II's reign. Considering this ıt is paramount importance to examine the municipal history of İstanbul as it is metropolitan city. In this study, municipal developments such as revenue items of the Şehremaneti, the supplying of foods, the budget of the Şehremanet, population works, the relationship of the municipality and the press, the relationship of the municipality and artisans, the governing and central structure of the Şehremaneti, legal arrangements on municipal work, building works, the Şehremaneti and socio-cultural developments and the works for medical, cleaning and water purposes were examined in the light of Ottoman archival materials and a few evaluations were made.
