İnşaat sektöründe yatırım kararları üzerine hedef programlama ve uygulaması

Abstract

Yatırım, ülke ekonomisinin büyümesinde büyük role sahip faktörlerden biridir. Faaliyette bulunan her işletme, gelişen piyasa koşullarına bağlı olarak kendilerini geliştirmek ve ayakta kalabilmek için yatırım yapmak zorundadır. Doğrusal programlama yönteminin çok amaçlı karar verme problemlerinde uygulanışı hedef programlama yönteminin ortaya çıkmasına neden olmuştur. Yatırım kararı aşamasında, ulaşılması istenen hedefler belirlenerek mevcut koşullar altında gerçekleştirilmeye çalışılır. Bazen başarılması istenen hedefler birbirleri ile çelişebilmektedir. Bu durumda hedef programlama yöntemi, karar vericilere, uzlaşık bir çözüm sunmaktadır. Bu yöntemle ulaşılmak istenen her hedef, önem derecesine göre sıralandırılır. İlk önceliğe sahip hedefin başarılması daha sonraki hedeflerinde başarılması anlamına gelmektedir. Bu nedenle hedef programlama sıra ve/ veya derece gösteren bir çözüm yaklaşımıdır. Uygulama sonucunda, doğrusal programlama ve doğrusal hedef programlama sonuçları karşılaştırılmış, temel amaç (toplam maliyetin en küçüklenmesi) gerçekleştirilmiştir. Problemin hedef programlama yöntemi ile analizi, hem hedeflerin başarılmasını hem de ürün karmasının zenginleşmesini sağlamaktadır. Oysa, doğrusal programlama yöntemi ile elde edilen sonuç yanlızca toplam maliyeti en küçükleyecek ürün bileşenini göstermektedir. Yatırım gibi çok geniş uygulama alanlarında birbiri ile çelişen konuların birlikte çözümlenmesi ve istenen sonuca ulaşılabilmesi için hedef programlama analizi iyi bir çözüm aracı olarak kullanılmalıdır. Investment is one of the leading factors in the development of the economics of a country. Every single corporation operating has to make investment in order to improve and develop, to keep up with the changing market conditions and to survive. The application of linear programming method to the multiobjective decision making problems has given rise to goal programming method. At the decision making level of the investment, the goals that are desired to be achieved are identified and stated, and afterwards such are tried to be realized under existing conditions. Sometimes such goals may be in conflict with each other, and in such conditions, goal programming method gives the decision makers the opportunity to resolve such by the most optimum solution. In this method, we list all goals desired to be achieved and we prioritize the importance of each goal. The achieving of the goal with the highest priority means the achievement of the following goals. Therefore goal programming is a solution approach that is based on and shows the listing or prioritization of objectives. As a result of the application, we get a comparison of the results of the linear programming and linear goal programming and we achieve the main goal, that is the minimization of the total cost. The analysis of the problem by goal programming method provides both the achievement of the goals and the enrichment of joint products. Yet the result obtained by the linear programming method solely denotes the product component that will minimize the total cost. Therefore, goal programming analysis is widely used as a good solution agent for the solution of conflict issues and for achieving the desired results especially in large scale application areas such as investments.
