Ortadoğu’da bir istikrarsızlık unsuru: Şattü’l-Arap sorunu

Abstract

Şattü'l-Arap sorunu yirminci yüzyıl başlarında bölgede iki şekilde kendini göstermiştir. Bunlardan birincisi İngiltere ve Rusya devletlerinin de müdahil olduğu bir Osmanlı-İran sınır anlaşmazlığı şeklindedir. Şattü'l-Arap bölgesi, 16. yüzyıldan başlayarak Osmanlı ve İran devletleri arasında sınır anlaşmalarına konu olmuştur. Ancak uluslararası bir sorundan ziyade ikili ilişkiler belirleyen bir sorun olarak sürmüştür. 19. yüzyılda İngiltere ve Rusya devletlerinin çeşitli nedenlerle bölgeye gösterdikleri ilgi sonucu, Şattü'l-Arap bölgesinde söz konusu devletlerin çıkarları doğrultusunda bir sınır sorunu oluşturulmaya başlanmıştır. 20. yüzyıl başında bölgede petrolün keşfi ve İngiltere ve Rusya devletlerinin artan müdahaleleri neticesinde Şattü'l-Arap sorunu uluslararası bir boyut kazanmıştır. Sorunun 20. yüzyıl başlarında kendini gösterdiği bir diğer boyut ise; Rusya, İngiltere ve Almanya devletlerinin müdahalelerine sahne olan Şattü'l-Arap nehrinde ulaşım sorunudur. Bir yandan bölgede petrolün keşfi ve bu petrolün çeşitli bölgelere nakledilmesi, diğer yandan da Bağdat demiryolu, Şattü'l-Arap nehrinde ulaşımı emperyal devletler açısından önemli bir hale getirmiştir. Bu durum çeşitli tartışmalara ve bir takım uluslararası anlaşmalara giden yolu açmıştır. 1914 senesinde emperyal devletlerin paylaşım mücadeleleri nedeniyle çıkan Birinci Dünya Savaşı yapılan tüm bu müzakereleri ve anlaşmaları geçersiz kılmış, böylece 20. yüzyılın ilk yarısından arda kalan bu sorunlar 21. yüzyılda Şattü'l-Arap sorununun sürekli gündemde kalmasının ana nedenini oluşturmuştur. Nitekim bu çalışma bu süreci ele almaktadır.

In the early twentieth century, the question of Shatt al Arab appeared in the region in two ways. One of them is a boundary dispute between Iran and the Ottoman Empire in which Great Britain and Russia interfere. The Shatt al Arab region, has been a subject for the boundary disagreement between Iran and the Ottoman Empire beginning from the sixteenth century. But this has been continued as a question which determined the bilateral relations instead of beeing an international problem. In nineteenth century, as a result of Great Britain and Russia’s interests into the region with several reasons, a boundary dispute has been started forming in the Shatt al Arab region in direction of the said powers. In the early twentieth century, because of the discovery of petroleum and increasing interventions of Great Britain and Russia, the Shatt al Arab question gained an international dimension. In the early twentieth century, another dimension which the problem proved his worth was the question of navigation in the Shatt al Arab river which was the scene of the interventions of Russia, Great Britain and Germany. On the one hand the discovery of petroleum and the transportation of this petroleum to several regions, on the other hand Bagdad Railway, made the navigation in the Shatt al Arab river important in the eyes of the imperial powers. This situation paved the way for the several discussion and some international agreements. The First World War which came out because of struggles of share between the imperial powers, made the whole discussions and agreements invalid and so on the problems that remained from the first half of the twentieth century, formed the main reason for the Shatt al Arab question to be the current issue in the twenty first century. Likewise, this study take up this process.
