Publication: Birinci dünya savaşı sırasında asker ailelerine devletin yaptığı yardımlar
Abstract
Birinci Dünya Savaşı sırasında Osmanlı hükümeti; eşleri, oğulları veya kendilerine bakabilecek erkek yakınları askere gittiğinde; devlet desteğine ihtiyaç duyan kadın, yaşlı ve çocuklara ayrıca savaşta yaralanan ve sakat kalan askerlere sosyal politikalar çerçevesinde maddi destek vermiştir. Hükümet, sosyal politikaların hayata geçirilmesi için ciddi gayretler içerisindeydi. Bunun için özel fonlar oluşturulmuş ve söz konusu fonlara birçok kez büyük meblağlar yatırılmıştır. Fakat savaşın getirdiği birçok sorun sebebiyle aileler yine de çok zor şartlarda yaşamak zorunda kalmışlardır. Asker yakınları, içerisinde bulundukları zorlukları merkeze gönderdikleri telgraflarla dile getirmişler ve sorunları devlet tarafından olabildiğince çözülmeye çalışılmıştır. Osmanlı Devleti’nde tarım yapabilecek güçteki kişiler askere gitmişlerdi. Ayrıca tarlalara ekilecek tohum bulunamıyordu. Devlet bu konuda da ailelere yardım etmiştir. Birçok bölgeye ailelere dağıtılması için tohum gönderilmişti. Fakat tarlalardan alınan ürünlerin bir miktarını devletin alması şikâyet konusu olmuştur. Hükümet bunları hep gözönünde bulundurarak ailelere destek vermiştir. Bu çalışma Osmanlı Devleti’nin asker ailelerine maddi destek verdiğini, onları koruyup gözettiğini ortaya koymaktadır. Hükümet ekonomik sorunlarının had safhada olduğu anda bile askerlerinin ailelerini korumuş ve onlara maddi ve manevi desteği vermiştir.
During the First World War, Ottoman government had given material support to the women, aged people, children and also ghazies within the framework of the social politics. These people were all the persons that whose relatives (who were looking after themselves) had gone to the war. So that these people became alone with in the need of governmental support. Government was in the serious endeavors for the application of the social politics. For that aim special funds are arenged and huge quantities were invested on thise funds. But because of the war brings lots of cause, families were bound to live in very hard conditions. Relatives of soldiers, had told their difficulties by the way of telegraphs which were sent to the center. And these problems were tried to be solved by the government as much as possible. In the Ottoman governmet, all of the people who were powerfull enough for doing agriculture, had gone to the war. And also seeds could not be found to make aggriculture. So that government had helped to the families. Seeds were sent to so many regions to be delivered to the families. However government was taking some of the products obtained from the fields and this situation was a complain subject. Government had taken in the account all of these problems and had given support to the families. This study puts forth that the Ottoman Empire had given material support to the soldier families, had protected and taken the care of them, for consideration. Government had protected their soldier’s families and had given material support to them, although there was an exorbitant economical troubles.
