Abstract
1970’ler ile yönetim, hizmet sunumu gibi birçok alanda bir dönüşüme yol açan iyi yönetişim kavramını değerlendirmek için pek çok gösterge üretilmektedir. Göstergelerin sayısındaki artışa paralel olarak da bu alan gittikçe birer epistemik topluluk alanına evirilmektedir. Bugün iyi yönetişimi ölçme girişiminde olan sayısız gösterge bulunmaktadır. Bunların ölçüm yöntemleri, boyutları birbirinden farklılaşmaktadır. Bu çalışma farklı boyutta ve oluşturulma niteliğinde olan en bilinen ve yapımına son yıllarda başlanmış olan göstergeleri belirli kriterler çerçevesinde değerlendirilmeyi amaçlamaktadır. Göstergelerden bazıları iyi yönetişimin hukukun üstünlüğü, şeffaflık ilkesine odaklanırken bazı göstergeler yönetişimin birden fazla boyutuna odaklanarak değerlendirme gerçekleştirmektedir. Göstergelerden bazıları küresel nitelikte iken bazı göstergeler yerel niteliktedir. Her birinin farklı amaç, yöntem ve boyutları vardır. Çalışma, konunun ve amacın yer aldığı giriş bölümü ile başlayıp ikinci bölümde yönetişim ve iyi yönetişim kavramlarının kapsamı ve anlamı üzerinde durularak devam edecektir. Daha sonra iyi yönetişim göstergelerini değerlendirmek üzere seçilen kriterler anlatılacaktır. Son bölümde bu kriterler ile iyi yönetişimi ölçme amacıyla üretilen göstergelerin bir değerlendirmesi ve yerel düzeyde bir örnek olarak ülkemizde faaliyet gösteren Kadın Adayları Destekleme Derneği’nin iyi yönetişim kalitesi değerlendirilecektir.
In the 1970s, many indicators were produced to evaluate the concept of good governance, which led to a transformation in many areas such as management and service delivery. Parallel to the increase in the number of indicators, this area is gradually evolving into an epistemic community area. There are numerous indicators that attempt to measure good governance. Their measurement methods and sizes differ from each other. This study aims to evaluate the most well-known and constructive indicators of different dimensions and the construction of which has been started in recent years, within the framework of certain criteria. While some of the indicators focus on the rule of law and transparency of good governance, some indicators focus on more than one dimension of Governance. While some of the indicators are of a global nature, some indicators are of a local nature. Each of the indicators has different purposes, methods and dimensions. The study will start with the introductory part, which includes the subject and purpose, and will continue by focusing on the scope and meaning of the concepts of governance and good governance in the second part. The criteria chosen to evaluate good governance indicators will then be explained. In the last section, an evaluation of these criteria and the indicators produced to measure good governance is made. As an example at the local level, the good governance quality of the women candidates support association operating in our country was evaluated.
