Abstract
set, Meslek, Ticâret, İdarecilik, İstişâre, Eğitim, Ehliyet, Meslekî Ehliyet, Meslekî Temsiliyet ÖZET HAZRET-İ PEYGAMBER’İN İSTİHDÂM SİYÂSETİ “Hazret-i Peygamber’in İstihdâm Siyâseti” adlı çalışmamızda, asıl görevinin tebliğ olmasının yanında, aynı zamanda bir devlet başkanı vasfını taşıyan ve her konuda insanlara örneklik teşkil eden Hz. Peygamber’in, hem dünya refahı ve istikrârına kavuşmak, hem de âhiret seâdeti ve nimetlerini elde etmek için insanların istihdâmı konusunda doğru yolu gösterdiğini, bu çerçevede belirlediği kriterleri ele almaya çalıştık. Hz. Peygamber’in uhrevî yönünün dünyevî yönüne engel olmayacağı görüşünü belirterek, bu çalışmamızın giriş kısmında, araştırmanın konusu, amacı ve kullanılan kaynaklardan bahsettik. İlk bölümde, istihdâm kavramı ve Câhiliye döneminde Hicâz’da bilinen isithdâm alanları ve meslekler hakkında bilgiler verdik. İkinci bölümde asıl konuya mesnet olmak üzere, Hz. Peygamber’in istihdâm alanlarından bahsettik. Bu bölümde, söz konusu dönemde mevcut değişik meslekler, bu mesleklerin mahiyeti ve meslek sahipleri hakkında bilgilere yer verdik. Üçüncü bölümde, Hz. Peygamber’in istihdâm ilke ve siyâsetlerinden bahsettik. Bu bölümde, istişâre ve uygulandığı alanlar, ehliyete dayalı istihdâm, etnik unsurların istihdâm çerçevesinde ele alınışı, yerli imalâtın teşviki ve meslekî eğitimin önemsenmesi gibi konuları açıklamaya çalıştık. Aynı şekilde, engellilerin, kadınların ve kölelerin Hz. Peygamber dönemi istihdâmındaki durumunu ele alarak, O’nun üstün ve örnek uygulamalarının değerine vurgu yaptık. Netice olarak, göz ardı edilmemesi gereken başkanlık vasfının gereği olarak Hz. Peygamber’in değişik alan ve mesleklerde uyguladığı istihdâm ilke ve siyâsetlerinin, nihaî amaca ters düşmeyecek şekilde toplum düzeni ve refahını da kapsadığı, ayrıca günümüz istihdâm konusundan sorumlu devlet veya idarî organlara yol göstermesi gerektiği sonucuna vardık. The Employment Policy of the Prophet Mohammad In this work titled “The Employment Policy of the Prophet Mohammad” we discussed that while the prophet was a messenger of the faith, he was also an exemplary statesman and showed the right path and established the criteria about employment of the people in order them to achieve prosperity and stability in this world and bliss and benediction in the afterlife. In the introduction we expressed our opinion about that the prophet’s ethereal side did not affect his earthly works. We explained the subject and the purpose of this study and our use of written resources. In the first chapter we gave information about the “employment” term, areas of employment and professions in Hejaz before the time of the prophet. In the second chapter we recounted the areas of employment at the time of the prophet. We gave information about various professions, its contexts and the people who had professions. In the third chapter, we discussed the principals and the policy of employment of the prophet. We rendered consultation and its area of usage, employment based on competency, evaluation of ethnical elements within the scope of employment, encouragement of local production and importance of vocational training. We also mentioned that the prophet’s exemplary actions towards handicapped persons, women and slaves in the matter of employment. In the conclusion we reasoned that the employment policy of the prophet aimed the establishment of social order and welfare. This policy should be regarded as a beacon for the statesmen who are responsible for the employment issues in the modern world.
