Keban Barajı ve Boğaziçi Köprüsü’nün yapım sürecinde yapılan muhalefetler (1950-1980)

Abstract

Türkiye’de iktidarların büyük yatırımları her zaman toplumda tartışmaları beraberinde getirmiştir. Yakın Türkiye tarihinde iki önemli yatırım olan Boğaziçi Köprüsü ve Keban Barajı da gerek fikir gerekse yapım aşamasında siyaset, üniversite ve sivil toplum kuruluşlarının içinde yer aldığı geniş kesimlerce münakaşa mevzu olmuştur. Yatırıma muhalif olan ile taraftar olanlar kendilerine göre sosyo-ekonomik ve kültürel gerekçeler sunmuşlardır. Taraflar geniş halk kitlelerini etkilemek istemişlerdir. Bu çalışmada Boğaziçi Köprüsü ve Keban Barajı hakkında TBMM, Senato Tutanakları ile dönemin basını incelenmiştir. Çalışmanın içerisinde projelerin tarihsel süreçte gelişimleri, yapımları esnasında yaşanan gelişmelere de değinilmiştir. Daha sonra detaylı olarak projeler üzerinde iktidar ve muhalefetin görüşleri değerlendirilmiştir.

Notable investments of the powers of Turkey have always come with lots of controversial arguments. During concept and construction process, Boğaziçi Bridge and Keban Barrage projects, which are two of the most important investments in recent history, also have been the topic of many arguments among many fractions including politics, universities and non-governmental organizations. The dissidents and supporters have come up with different socio-economic and cultural justifications. Each side has tried to influence large masses. In these studies about Boğaziçi Bridge and Keban Barrage, TBMM, Senate Reports and Press of the time have been examined. Their development in the historical process and the developments that have occurred during their constructions also have been included in the studies. Then, different opinions of dissidents and supporters about the projects have been evaluated in detail.
