Abstract
Bir ülkenin gelişmesine ve büyümesine katkıda bulunacak en önemli kaynaklardan biri olan gençiş gücünün iş gücü piyasalarına entegrasyonu ülkelerin mühim konularından biridir. Genç işsizliği,izlenecek politikalar ve genel işsizlik içerisindeki payı açısından ayrı bir yere sahiptir. Genç işsizliğinintemel unsurlarını anlamak, genç işsizliğini azaltmaya yönelik uygulanacak politikalar üretmek vehalen uygulanmakta olan politikaların verimliliğini arttırmak açısından büyük önem taşımaktadır. Buçalışmada, İstatistiki Bölge Birimleri Sınıflandırılması 2 (İBBS-2) düzeyinde Türkiye’de 26 bölgedekigenç işsizliğin nedenleri makroekonomik ve demografik değişkenler kullanılarak Arellano‐Bonddinamik paneli ile tahmin edilmiştir. Enflasyon ve göreli kohort büyüklüğünün Türkiye’de bölgeselgenç işsizliğini etkilediği fakat dışa açıklığın ve ekonomik büyümenin anlamlı bir etkiye sahip olmadığısonucuna varılmıştır. Bölgeler arasında yüksek derecede farklılaşma gösteren genç işsizlik problemininçözümünde bölgelerin karakteristik özelliklerinin de dikkate alınmasının gerekliliği vurgulanmıştır.
The youth labor force is a very important source to enhance economic growth and development in a country. The integration of youth into the labor market is one of the critical issues in the labor market. Understanding the fundamental factors underlying youth unemployment is essential in order to make policies to reduce youth unemployment and to give suggestions for increasing the efficiency of ongoing policies. This study examines the determinants of youth unemployment in Turkey at NUTS-2 level by using Arellano – Bond dynamic panel estimation method. The effects of some regional macroeconomic and demographic variables on youth unemployment are analyzed. The empirical results indicate that while inflation and cohort size have a decreasing effect on the regional youth unemployment in Turkey, openness and economic growth do not have any significant effect. It is worth noting that the characteristics of the regions should be considered in order to understand the youth unemployment problem which shows a high degree of variation across the regions.
