Abstract

Teknolojik gelişmelerde her zaman için başı gelişmekte olan ülkeler bu alanda da başı çekmekte ve her zamanki gibi gelişmekte olan ülkeler de onların adımlarının sıklığına ayak uydurmak zorunda. Bu olgu da beraberinde belirli bir farklılaşmayı getirme potansiyeline sahip ve bu farklılaşma çoğu zaman gelişmekte olan ülkelerin aleyhine olmakta. Bu tez böyle bir alanda İnternet’in devlet vatandaş ilişkilerini çabuk ve düzenli bir biçimde organize edilişinde kullanımı ve bu önemli yeniliğin nasıl benimsetileceğine yönelik için iletişimci olarak neler yapılabileceğini göz önüne sermeyi amaçlamış ve kabul edilmiştir.
