Göç politikalarında iletişimin rolü : Suriye göçü üzerine bir inceleme

Abstract

Göç, birey ve aileden başlayıp toplumsal düzeye kadar etki oluşturan kompleks bir konu olarak farklı perspektiflerden derinlikli araştırmaları zorunlu kılan bir olgudur. Sosyolojik açıdan incelendiğinde özellikle savaş vb. durumlarda yaşanan kitlesel göçlerin, göçmenlerin yanı sıra özelde göç edilen bölge halkını, genelde ise göç edilen ülkeyi çeşitli şekillerde etkilediği görülmektedir. Yakın tarihte Suriye’de yaşanan iç savaş ve sonucunda Türkiye’ye yönelen göç de bu çerçevede değerlendirilebilecek bir olgudur. Sığınmacıların ülkeye girişlerinden itibaren temel ihtiyaçların temininden, zaman içerisinde sağlık, barınma, istihdam ve eğitim konularına kadar çok sayıda sorunun planlanarak çözüme kavuşturulması gerekmektedir. Türkiye'de ifade edilen faaliyetlerin Suriye göçü sırasında AFAD, Göç İdaresi Genel Müdürlüğü, Türk Kızılayı gibi kurum ve kuruluşlar öncülüğünde yürütüldüğü belirtilebilir. Bu kapsamda ilgili çalışmaların sürdürülebilirliği açısından iletişimin önem arz eden bir husus olduğu değerlendirilmektedir. Yürütülen faaliyetlerin sığınmacılar, yerel halk ve uluslararası kamuoyunda etkin şekilde anlatılabilmesi önem arz eden bir husustur. Bu çalışmada da yukarıda ifade edilen kuruluşlar ve Türkiye'nin iletişim faaliyetlerini koordine eden T.C. Cumhurbaşkanlığı İletişim Başkanlığı yetkilileriyle yarı yapılandırılmış mülakatlar yapılarak Suriye göçü özelinde göç iletişimine bakışları incelenmeye çalışılmıştır. Bu kapsamda kurum ve kuruluşlar arası eşgüdüm, sürdürülebilir iletişim ve paydaşlar arası etkileşim gibi hususlar da sorgulanmaya çalışılmıştır. Bulgular ışığında kuruluşların görev tanımları çerçevesinde iletişim odaklı hareket etmeye çaba harcadıkları, proaktif ve reaktif iletişim eylemlerinde bulunmaya çalıştıkları ama tüm paydaşları içerisine alan bütünlüklü bir göç iletişimi noktasında atılması gereken adımlar olduğu da tespit edilmiştir. Bu bağlamda sonuç olarak iletişim çalışmalarında eşgüdüm sağlanması gerektiği; yerel yönetimler ve sivil toplum kuruluşları ile geleneksel ve yeni medya aktörlerinin de sürece dahil edildiği stratejik göç iletişim planının yürürlüğü konması gerektiği ifade edilebilir.

Migration, as a complex subject that starts from the individual and family and has an impact on the social level, is a phenomenon that requires in-depth research from different perspectives. When examined from a sociological perspective, it is observed that the mass migrations experienced in situations such as war etc. affect the people of the region and the country of immigration in various ways, as well as the migrants. More recently, the migration towards Turkey in the civil war in Syria and the result of this migration is also a phenomenon that can be considered in this context. From the arrival of asylum seekers to the country and the provision of basic needs to health, accommodation, employment and education; many problems need to be planned and resolved over time. During the migration from Syria, it can be stated that the activities carried out in Turkey were managed under the leadership of institutions and organizations such as AFAD (Disaster and Emergency Management Presidency), Directorate General of Migration Management, Turkish Red Crescent. In this context, communication is considered to be an important issue in terms of the sustainability of the related works. It is important to explain the activities carried out effectively to the refugees, local people and the international public. In this study, we attempted to examine the approach to immigration communication, specific to Syrian immigration, by conducting semi-structured interviews with organizations mentioned above and with the officials of Turkey Presidential Communications Ministry of Turkish Republic. In this regard, issues such as coordination between institutions and organizations, sustainable communication and interaction between stakeholders were also tried to be questioned. In consideration of the findings, it has been determined that organizations strive to act in a communication-oriented manner within the framework of their job descriptions, try to act in proactive and reactive communication, but there are steps that should be taken at the point of an integrated migration communication that includes all stakeholders. Within the scope of this subject, It can be concluded that communication activities needs to be in coordination and the strategic migration communication plan in which local administrations and non-governmental organizations and traditional and new media actors are included in the process should be put into effect.
