Abstract
KOBİ, Finansal Yönetim. ÖZET KOBİ’LERDE FİNANSAL YÖNETİM TEKNİKLERİNİN UYGULANMASI ve MALATYA İLİNDE BİR ANKET ÇALIŞMASI Kobilerin ekonomik kalkınma ve gelişmedeki rolünün etkisi literatürlerde geniş bir yer bulmuştur. Hızlı bir şekilde globalleşen ve uluslararası rekabetin yankı bulduğu 21. yüzyıl dünyasında, girişimci yeteneğin, yenilikçiliğin ve istihdamın ana kaynaklarından biri olan KOBİ’ler ekonomide önemli rol oynayan aktörlerden biri olarak kabul görmüştür. Değişen sosyal ve ekonomik koşullara hızlı uyum sağlayabilme yetenekleri ve esneklikleri nedeniyle ekonomilerin önemli karışımlarından biri olarak kabul gören KOBİ’lerin finansman, pazarlama, üretim, yönetim ve insan kaynaklari gibi alanlarda karşılaştıkları sorunlarla dezavantajlı oldukları yönleri de bulunmaktadır. Dezavantajlı kabul edildikleri alanlarda yaşadıkları zorlukların etkenlerinden birinin KOBİ’lerde finansal yönetim tekniklerinin uygulanma eksikliği olduğu saptanmış olmakla beraber aynı zamanda bu eksikliğin sözkonusu işletmeleri bazı sıkıntılarla karşı karşıya bırakmakta olduğu gözlemlenmiştir. Bu çalışmada finansal yönetim teknikleri ele alınmıştır. Çalışma bu genel çerçeveden başlayarak, finansal yönetim tekniklerinin kullanım ve uygulanma profilinin belirlenmesi ölçeğine eğilmiştir. Çalışma metodu olarak literatür taraması ve anket çalışmasından oluşan kombine bir yöntem uygulanmıştır. Uygulamada finansal yönetim tekniklerine yer verilmesinin gerekliliği ortaya konulmuştur. Bu bağlamda KOBİ’lerde finansal yönetim tekniklerinin ne ölçüde kullanıldığını saptayarak, Malatya’daki gıda işletmelerinde finansal yönetim tekniklerinin uygulanma profilini belirlemek amacıyla bir anket çalışması yapılmıştır. Araştırma bulguları, KOBİ’lerin finansal yönetime yeterince önem verilmemesinden ve tekniklerin uygulanmamasından kaynaklı birtakım sorunlarla karşı karşıya olduklarını ortaya koymaktadır. Bu sorunlar kısaca özetlenecek olursa; söz konusu KOBİ’lerin finans departmanlarının ve finans yöneticilerinin olmaması, kredi kullanımında karşılaşılan zorluklar, modern finansal yönetim tekniklerinden yararlanmama ve bunların yanısıra kendilerine sağlanan desteklerden yeterince faydalanamamaları olarak tespit edilmiştir. APPLICATION OF FINANCIAL MANAGEMENT TECHNIQUES IN SMALL AND MEDIUM ENTERPRISES (SMEs) and A SURVEY UNDERTAKEN IN THE CITY OF MALATYA The influence of the role of SMEs on economic development has been discussed in a number of literatures. In the rapidly globalised world and international competitiveness, Small and Medium Enterprises (SMEs) have been accepted as a significant role player in the economy since they are a major source of entrepreneurial skills, innovation and employment. SMEs though being accepted as a major ingredient of economies due to their flexibility and speed in adapting to changing economic and social circumstances, they may experience some disadvantageous issues in financing, marketing, production, management and human resources. One of the reasons of these issues has been identified as the application of lack of financial management techniques and this deficiency has been defined as the source of difficulties these enterprises are experiencing. The financial management techniques have been chosen as the subject of this dissertation. Starting from this general outline the research has focused to a scale of financial management techniques usage and identification of their application profile. A combination of case study survey and literature reviews has been adopted as a methodological approach of the study. Within this frame in order to be able to identify the scale of financial management techniques usage and their application profile a survey has been carried out with the food sector SMEs of the city of Malatya in Turkey. The findings of the research has revealed the insufficient importance given to the application of financial management in SMEs as well as the issues SMEs are facing owing to financial management techniques not being implemented in the practice. These problems may be summarized briefly as the lack of their finance departments and finance managers, the difficulties being experienced in the credit use, not making use of modern financial management techniques, and the insufficient use of supports available for them.
