Publication: Türkiye'nin savunma harcamalarının uluslararası karşılaştırmalı analizi
Abstract
Savunma harcamalarına yönelik literatürde birçok tez yer almaktadır. Savunma harcamalarının ne olduğu, kapsamı, literatürde yer alan ilgili iktisadi görüşler, belirleyicilerini içeren bir metodolojik inceleme yapılmaktadır. Gelişmiş ve gelişmekte olan ülkeler ile Türkiye’nin savunma harcamalarının öncelikle ayrı ayrı GSYİH ve bütçe içindeki payları yönünden analizi ve daha sonra kendi aralarındaki değişiklikleri içeren analiz yapılması amaçlanmış ve bu çalışmada Dünya ölçeğinde güvenilir kabul edilen SIPRI verileri baz alınarak akademik bir çalışma yapılmaya gayret edilmiştir. Türkiye’de ki savunma harcamalarının durumu ile gelişmiş ve gelişmekte olan seçili ülkeler arasında karşılaştırmalı analizi yapılmıştır. Nihai olarak, Türkiye savunma harcamalarını yaparken; sosyal refah harcamaları olarak nitelendirilen, diğer kamu harcamalarında (eğitim, sağlık, sosyal…) optimum düzeyi yakalayabilmekte midir.? sorusuna somut istatistiksel veriler ışığında yanıt aranmıştır.
There are many theses in the literature on defense expenditures. A methodological analysis of what defense expenditures are, their scope, related economic views in the literature, and their determinants is carried out. It is aimed to analyze the defense expenditures of developed and developing countries and Turkey firstly in terms of their shares in GDP and budget separately and then to make an analysis including the changes among themselves and in this study, an academic study has been tried to be made on the basis of SIPRI data, which is considered reliable on a world scale. A comparative analysis of the state of defense expenditures in Turkey and selected developed and developing countries has been made. Finally, an answer has been sought in the light of concrete statistical data to the question of whether Turkey is able to achieve the optimum level in other public expenditures (education, health, social...), which are described as social welfare expenditures, while making defense expenditures.
