14 numaralı Atik Şikayet defteri (H.1101-1102/ M. 1690-1691) transkripsiyonu ve değerlendirilmesi

Abstract

Miladî 1690-1691 yıllarını kapsayan hükümlerden oluşan 14 numaralı Atik Şikayet Defteri, Osmanlı Arşivi’nde A.DVNS. MHM.d koduyla kayıtlıdır. Tezim defterin değerlendirmesi, hükümlerin özetlenmesi ve hükümlerin transkripsiyonu şeklinde üç bölümden oluşmaktadır.14 numaralı Atik Şikayet Defteri 17. asır sonları Osmanlısının siyasi, hukukî ve sosyo-ekonomik tarihinin anlaşılması açısından araştırıcıların başvuracağı birinci elden önemli bir kaynak teşkil etmektedir.Başlıca, kişisel alacak-verecek meseleleri, vakıf meseleleri, vergi konusu,miras ilişkileri, devlet yöneticileriyle ilgili şikayetler ve Osmanlı coğrafyasındaki eşkıyalık faaliyetlerinden kaynaklı şikayetleri kapsayan defter, Osmanlı coğrafyasının hemen her bölgesinden gelen şikayetlerin Divan’da görüşüldüğü ve Divan katiplerince de deftere kaydedildiği şikayet hükümlerini içerir. Defter bu yönüyle Osmanlı Devleti’nin merkez ve taşrasında karşılaşılan problemleri ve Divan’a akseden bu problemlerin nasıl çözülmeye çalışıldığını anlamamıza yardımcı olacaktır.

The Atik Şikayet Defteri (Old Complaint Record) with number 14 is composed by the provisions of the years between 1690-1691, and is recorded witht hecode of A.DVNS.MHM.d in the OttomanArchives. This study is divided into three main parts which cover the evaluation of the record, summarisation of the record, and transcription of the provisions.14 Numaralı Atik Şikayet Defteri (Old Complaint Record with number 14) constitutes an important first hand resource in order to understand the late 17th Ottoman history of socio economics politics and law. The books, that mainly cover Money matters, foundation issues, inheritance reltionships, complaints about the governors and the banditry in Ottoman Geography, is composed of the complaint decrees which complaints are seen to in the council and are recorded by the council stenographers from almost all parts of Ottoman Geography. This book will provide an insight into the problems of Ottoman center and periphery and how the council sought to eliminate these problems.
