TOPLUMA HİZMET UYGULAMALARI DERSİNİN MALİYE BÖLÜMÜ ÖĞRENCİLERİNİN ERDEMLİ MAL VE HİZMETLERE BAKIŞ AÇISI ÜZERİNDEKİ ETKİSİ

Abstract

Erdemli (merit) mal ve hizmetler paternalist bir anlayışla devlet tarafından tüketimi zorunlu kılınan mal ve hizmetlerdir. Erdemli mal ve hizmetlere devlet müdahale etmediği takdirde tercih çarpıklığı ortaya çıkabilmektedir. Ayrıca bu mal ve hizmetler yarattıkları sosyal fayda nedeniyle çoğu zaman özel sektör tarafından üretilememektedir. Bu bakımdan bu mal ve hizmetlerin gönüllü üretimi kaynak dağılımında etkinlik açısından önemlidir. Başta eğitim fakülteleri olmak üzere maliye bölümleri de dâhil pek çok bölümde okutulan “Topluma Hizmet Uygulamaları Dersi” bu noktada erdemli mal ve hizmetler ile bu hizmetlerin sunumu konusunda farkındalık oluşturmaktadır. Bu çalışmada, dersin erdemli mal ve hizmetlerin gönüllü sunumuna verdiği katkı düzeyi anket yöntemiyle ölçülmeye çalışılmış ve toplanan veriler istatistiksel yöntemler ile analiz edilmiştir. Sonuç olarak, bu dersin erdemli mal ve hizmetlerin gönüllü sunumuna ciddi katkı verebileceği tespit edilmiştir.

The merit goods and services are the goods and services that are obliged to be consumed by the state with a paternalist understanding. If the state does not intervene in these services, the distortions of preference can be revealed. Moreover, these goods and services cannot be produced by the private sector due to the social benefits they create. In this respect, voluntary production of these goods and services is important in terms of efficiency in resource allocation. “Community Service Practices” course is given in many departments including education faculties and public finance departments. This course contributes to the development of virtuous goods and services and awareness of these services. In this study, the voluntary contribution level has been tried to be measured by the survey method and the collected data were analyzed by statistical methods. It has been concluded that this course can contribute to the voluntary presentation of these goods and services.
