Özel okul ve kamu okullarının spora ayırdıkları finansman ve sportif başarılarının karşılaştırılması (İstanbul ili ortaöğretim okulları örneği)

Abstract

Bu çalışma özel öğretim kurumları ile devlet okullarının spora ayırdıkları finansman ve başarılarını karşılaştırıp net bulgular ortaya koyabilmek, genel itibariyle sporda da çok başarılıymış gibi görünen özel okulların ne kadar başarılı olduklarını ve eğer başarılı iseler bunun kaynağının finansman olup olmadığını ortaya koymak adına yapılmıştır. Çalışmanın nde literatür bilgisi verilmiştir. Okul sporu ve beden eğitimi gibi kavramların üzerinde durulurken, Türk Milli Eğitim sisteminin tarihine ve bugünkü işleyişine yer verilmiştir. Sonrasında geçmişten günümüze Türkiye'de eğitime ve spora ayrılan finansman dönem dönem ele alınarak incelenmiş olup tablolar halinde gösterilmiştir. Daha sonra özel okulların gelişimi anlatılıp spor politikalarına değinilirken aslında devlet okulu ve özel öğretim kurumları arasındaki fark da yavaş yavaş kendini göstermiştir. Sonrasında ise 19'u kamu 15'i özel olmak üzere İstanbul' da bulunan 34 devlet okuluna uygulanan anketin sonuçları, araştırma bulguları bölümünde değerlendirilmiştir. Okulların spor politikaları, spora ayırdıkları finansman, okul spor takımlarının hangi branşlarda yoğunlaştığı ve spor başarıları son üç eğitim öğretim yılı ( 2000-2001, 2001-2002, 2002-2003 ) çerçevesinde değerlendirilmiş, tablolar halinde gösterilmiştir. Sonuç bölümünde ise sonuçların genel olarak değerlendirilmesi yapılmıştır. Bu sonuçların bazıları şöyledir. Sporcu öğrenciye burs vermeyi özel okullar tercih etmektedirler. Okul takımları ele alındığında devlet okulları voleybol ve futbol takımları kurma eğilimi gösterirken, özel okullarda eskrim ve yüzme takımı eğilimi söz konusudur. Yine özel okullarda spor kulübü yapılanması söz konusu iken devlet okullarında böyle bir yapılanma yoktur. Özel okulların spor salonu varlığı ve beden eğitimi öğretmeni dışında antrenör çalıştırma oranı da devlet okulları ile kıyaslandığında daha fazladır. Özel okulların 2000-2001, 2001-2002 ve 2002 - 2003 eğitim öğretim yılları spor finansmanları devlet okullarına nazaran daha fazladır. Özel okullar sporun finansmanını birinci derecede önemli gördükleri okul bütçesinden karşılarken, devlet okulları öğrencilerden toplanan spor kolu aidatı ile karşılamaktadırlar. Kısacası finansman açısından ele alınabilecek ve maddiyata dayandırılabilecek her hususta özel okulların durumu devlet okullarına göre daha iyi görünmektedir. Ancak sportif başarılar ele alındığında anlamlı bir farklılık yoktur. Özel okullar spor başarısı önündeki en önemli engelin milli eğitim mevzuatının engel teşkil etmesi olduğunu düşünürken, devlet okullarına göre en önemli engel spor tesislerinin yeterli olmayışıdır.

This study is done to provide certain findings by making a comparison between the funds those private education institutions and state schools reserve for sports and the success they gain due to this investment, how successful the private schools which seem to be successful generally at sports too really are, and if financing is the reason for this success. Literary information is given in the general information chapter of this study. While school sports and physical education concepts are being mentioned, Turkish National Education system history and its current service will be also mentioned. In the following, the financing which is reserved for education and sports in Turkey will be evaluated in periods from past to present and is shown in charts. While the progress of the private schools is being explained and their policies for sports are being mentioned, the difference between state schools and private education institutions became more visible. Afterwards, the results of the questionnaire which was held in 34 private and state schools are evaluated in the research findings chapter. Schools' policy for sports, the funds they reserve for sports, which branches the school sports teams concentrate on and their success in sports within the past three education years (2000-2001, 2001-2002, 2002-2003) are evaluated and shown in charts. Results are evaluated generally in the General Results chapter. Some of these results are as this: Private schools prefer to tribute scholarship to the sportsman students more than state schools do. If school teams are regarded, state schools prefer to form football and volleyball teams while private schools have a tendency towards forming fencing and swimming teams. Also, while state schools don't have such kind constitution, foundation of sports clubs are done by private schools. The number of gymnasiums owned by private schools and the number of trainers who work besides physical education teachers at these schools are higher than state schools. The fund that private schools reserve for sports in 2000-2001, 2001-2002 and 2002-2003 education year is higher than that state schools reserve. While private schools provide the financing for sports from the school budget, state schools' finance is met over the membership fee that is gathered from the students of sports activities branch. Shortly, when evaluated as financial and economical means, the state of the private schools are much better than state schools on this subject. But when the success rate at sports is evaluated, there is not an important difference. While private schools regard national education legislation as the biggest handicap for success at sports, for the state schools it is the insufficient number of sports facility
