Güneydoğu Anadolu (GAP) Projesi ile ilgili sosyo-ekonomik bir değerlendirme

Abstract

GÜNEYDOĞU ANADOLU (GAP) PROJESİ HAKKINDA SOSYO-EKONOMİK BİR DEĞERLENDİRME Büyük bir bölgesel gelişme projesi olarak, amaçları, hedefleri ve sonuçları bakımından değerlendirildiğinde, GAP'ın, beklentileri tam anlamıyla karşılayamadığı görülmektedir. Türkiye'de gelişme politikalarının, merkez bölgelerin ihtiyaçları doğrultusunda oluşması nedeniyle bölgesel gelişme ihmal edilmiştir. Bu çalışmada tarihsel süreç içinde Türkiye'deki gelişme anlayışı ve buna bağlı olarak oluşan politikaların, bölgesel gelişme üzerindeki etkisi, GAP örneğiyle ortaya konulmaya çalışılmıştır. Buna göre Türkiye'de gelişme, bütün alanlarda yaşanmakta fakat dağılımı eşitsiz olmaktadır. Çalışmada, GAP Bölgesinin, eşitsiz dağılımın etkilerini en yoğun yaşayan bölge olduğu vurgulanmaktadır. Ayrıca, GAP bölgesi ile merkez bölgeler arasındaki gelişmişlik farkının artmaya devam ettiğinin açıkça gözlenebildiği belirtilmiştir. Evaluating the SEP as a big regional development project in terms of its objectives, targets and consequences, it has been seen that SEP is unable to fulfill the expectations. Since the development policies in Turkey have considered the needs of central regions, regional development has been neglected. In this study, effects of the development understanding in Turkey within the historical process and regional development policies made accordingly has been tried to be exposed with the SEP instance. In this respect, development in Turkey has been realized in all regions however, the development becomes unequal. In this study, it has been emphasized that SEP region, is the one that is most suffering from inequality. Besides, it has been specified that ongoing increases of inter-regional differences in terms of development between SEP and central regions can be observed obviously
