Publication: Basel kriterleri çerçevesi Türk finans ve bankacılık sektörünün yeniden düzenlenmesi
Abstract
BASEL KRİTERLERİ ÇERÇEVESİNDE TÜRK FİNANS VE BANKACILIK SEKTÖRÜNÜN YENİDEN DÜZENLENMESİ ÖZET 1970’lerin ortalarından itibaren dünya genelinde, uluslararası finansal hareketlerin ülke ekonomilerini yoğun olarak etkilemeye başlaması üzerine, hem gelişmiş hem de az gelişmiş ülkelerdeki kredi hareketliliğini kontrol etmek ve bankacılık sektörüne yönelik gözetim ve denetim faaliyetlerini düzenlemek üzere belirli normlara ihtiyaç duyulmuştur. Bu amaçla kurulan Basel Komitesi; gerekli gözetim ve denetim faaliyetlerini düzenleyerek ve bankaların sermaye yapılarını güçlendirerek uluslararası finansal hareketleri kontrol edebilmek için Basel I ve Basel II prensipleri adı altında iki farklı düzenleme hazırlamıştır. Bu tezin temel amacı da Basel Komitesi’nce oluşturulan bu prensiplerin Türk bankacılık ve finans sektörüne etkilerini incelemektir. Tezde varılan sonuca göre; Türkiye’de Basel prensipleri doğrultusunda pek çok düzenleme yapılmış ve hatta bu doğrultuda yeni bankacılık kanunları hazırlanmıştır. Türkiye’de uygulanmakta olan Basel I prensiplerine, OECD Klup Kuralı’nın da verdiği destek sayesinde uyum sağlandığı tespit edilmiştir. Basel II prensiplerine yönelik olarak ise, teknik alt yapı ve bilgilendirme çalışmalarının devam etmekte olduğu ancak OECD Klup Kuralı’nın Basel II ile kalkacak olmasının gerek reel sektördeki firmalar ve gerekse finans sektöründeki aktörleri olumsuz etkileyeceği tespit edilmiştir. By reason of the fact that international financial flows has affected country economies of deeply since mid-1970s at the worldwide, it is needed some norms to control credit mobility and to regulate supervising and auditing activities to banking sector in both developed and developing countries. Basle Commitee established for those aims has prepared two different regularization called Basle-I and Basle-II in order to control international financial flows by regulating the supervising and auditing activities and by strengthening the financial structure of banks. Main aim of this thesis is to investigate the effects of the principles established by Basle Commitee on Turkish finance and banking sector. According to results of the thesis, many regulations based on Basle principles has been introduced and furthermore, in this context, new banking law was prepared. It is ascertained that the harmonization to the Basle-I principles being applied in Turkey is enabled by the support of the OECD Clup Rule. To the Basle-II principles, it is concluded that although the activities of informing and technical foundation continues, Abolishing the OECD Clup Rule by Basle-II has negative effects on both the firms at real sector and actors at the financial sector.
