Publication: Bir referans çerçevesi olarak yerli ve milli ve milli savunma sanayii sektörüne yansımaları
Abstract
Kamu politikası analiz yöntemlerinden biri olan Referans Çerçevesi yaklaşımıpolitikalarda değişimi açıklamada kullanılan yöntemlerdendir. Kamu politikalarının bir makrobilişsel ve normatif çerçeve, referans çerçevesi (référentiel) ile şekillendiğini savunanyaklaşıma göre asıl olan eylemlerden ziyade aktörlerin algı ve değerlerini şekillendiren bilişseldurumlarını anlamaktır. Referans çerçevesini şekillendiren değerler, normlar, algoritmalar veimgeler olmak üzere dört unsur bulunmaktadır. Bu dört unsurun yanında referans çerçevesininhem üretilmesinde hem de yaygınlaştırılmasında belli aktörlerin ayrıcalıklı rolü vardır.Medyatör (médiateur) olarak adlandırılan bu aktörler, Gramsciyen anlamda hakiki organikentelektüeller, global referansları hazırlayan elit yöneticiler ve sektörel referansları hazırlayansektörel işlemciler olmak üzere iki türden oluşmaktadır. Referans çerçevesi bu unsurların analizedilmesi yoluyla kamusal eylemler arasındaki nedensel ilişkilerin anlaşılmasını sağlamaktadır.Bu çalışmada Türkiye’de son yıllarda hâkim olan “yerli ve milli” referans çerçevesinin analiziamaçlanmıştır. Bu referans çerçevesinin anlaşılması noktasında kamusal eylemlerdeki iidüzenleme ve meşruiyet üretme sürecinin arka planının ne olduğu ve aynı zamanda çerçevedemeydana gelen değişimlerin ne olduğu, nasıl olduğu, hangi bağlamlarda gerçekleştiği vesektörel çerçevelerin global çerçeveye uyumu noktasında örnek bir alan belirleyerek uyumunmevcut olup olmadığı çalışmanın temel sorularını oluşturmaktadır. Global “yerli ve milli”referans çerçevesinin analizi yapıldıktan sonra sektörel olarak yansımalarının analizini yapmaküzere milli savunma sanayii sektörü seçilmiştir. Milli savunma sanayii hem makro çerçeveyioluşturan “büyük ve güçlü Türkiye” vizyonuna ulaşılması noktasında hem de AK Parti’nin dışpolitika tercihlerindeki kritik önemiyle birlikte değişimin sayısal verilerle de net bir şekildegörüldüğü bir sektördür. Çalışmada bu değişimin arka planındaki bilişsel ve normatif çerçeve,referans çerçevesi açıklanmaya çalışılmıştır.
The Reference Frame approach, which is one of the public policy analysismethods, is one of the methods used to explain the change in policies. According to theapproach that argues that public policies are shaped by a macro-cognitive and normativeframework, frame of reference (référentiel), the main thing is to understand the cognitive statesof actors that shape perceptions and values rather than actions. There are four elements thatshape the reference frame: values, norms, algorithms, and images. In addition to these fourelements, certain actors have a privileged role in both the production and dissemination of thereference frame. These actors called mediators (médiateur), genuine organic intellectuals in theGramscian sense, consist of two types: elite managers who prepare global references andsectoral processors who prepare sectoral references. The reference framework provides an ivunderstanding of the causal relationships between public actions through the analysis of theseelements. This study aimed to analyze the “native and national” reference frame which aredominant in recent years in Turkey. At the point of understanding this frame of reference, themain questions of the study are what is the background of the process of regulation andlegitimacy in public actions and also what the changes occur in the framework, how they occur,in which contexts and whether the sectoral frameworks are compatible with the globalframework. After analyzing the global native and national reference frame, the nationaldefence industry sector was chosen to analyze its reflections on a sectoral basis. Nationaldefence industry is important because both macro-framework that forms the big and powerfulTurkey vision and the AK Party's foreign policy preferences. However, it is a sector wherechange is clearly seen with rates. In the study, the cognitive and normative framework/ frame ofreference behind this change was tried to be explained.
