Sovyetlerin ilk döneminde Rusya müslümanlarının dini dergisi : İslam Mecellesi (1924-1928)

Abstract

ÖZETSovyet Müslümanlarının Dinî İdaresi tarafından Ufa’da yayınlanan İslam Mecellesi dergisi (1924-1928), hem yayımlandığı dönem hem de Sovyet hükûmeti ile Müslüman halk arasında bir köprü vazifesi görmesi açısından önemli bir kaynaktır vederginin tamamını kapsayan yerli veya yabancı bir çalışma mevcut değildir. Çalışmamızın esasını teşkil eden bu dergi, Sovyetler Birliği’nin henüz başında, geçiş dönemi denilebilecek bir zaman aralığında yayımlanmıştır. Ana kadrosunda Tatar-Başkurt ulemasının önde gelen isimlerinin bulunduğu dergide; İslam dininin zamanevî yorumu, kadın hakları, dinî eğitim, Sovyet hükûmetinin dine ve din adamlarına ilişkin duyuruları, vaaz metinleri, çağdaş İslam Dünyası’nın sorunları ve bazı dinî meselelerişlenmiştir. Dergi, Bolşeviklerin İslam’a dair siyasetlerini ve Sovyet Müslümanlarının ve ulemanın bu dönemdeki hayatta kalma mücadelesini yansıtması bakımından önemlidir. Bu çalışmada, dergideki bütün yazılar analiz edilip analitik özetleri yapıldı.Dergi yazarlarının biyografileri ile fikirleri, yaklaşımları tespit edilmeye çalışıldı. Dergideki yazıların içerikleri tahlil edilerek, derginin çıktığı süre içinde Tatar-Başkurt ulemasının durumu, fikirleri, Sovyet hükûmetiyle uzlaşma çabalarının ortaya konulmasıamaçlandı. Bu çalışmada görüldü ki Sovyetler bu geçiş dönemi zarfında Müslümanlara karşı geçici bazı tavizler vermiş (bu derginin çıkabilmesi de buna dâhildir), Sovyet sistemini yerleştirmek için tedricî bir yol izlemiş fakat 1928 yılı başında dergi âni bir şekilde sonlandırılmış ve hükûmet (diğer Müslüman halklara uyguladığı siyasetle paralel olarak) bu tarihten itibaren Müslümanlara karşı sert bir siyaset takip etmiştir.

ABSTRACTIslam Mecellesi journal (1924-1928), published by the Religious Administration of the Soviet Muslims in Ufa, is an important source both in terms of its publication and serving as a bridge between the Soviet government and the Muslim people. There is no Turkish or foreign study on this subject.This journal, which is the source of our study, was published at the very beginning of Soviet Russia in a time that can be called a transitional period. The leading figures of Tatar-Bashkir ulema wrote in the main staff of the journal. The contemporary interpretation of the religion of Islam, women’s rights, religious education, news about the contemporary Islamic World, some religious issues as well as the announcements of the Soviet government on the religion,sermon texts, problems have been covered. This journal is important in that it reflects the policies of the Bolsheviks towards Islam in the early Soviet era and the survival struggle of the Soviet Muslims and the ulema during this period. In this study, all articles in the journal were analyzed and summaries were made. With the biographies of the journal authors, their ideas and approaches were tried to be determined. By analyzing the contents of the articles in the magazine, it was aimed to reveal the situation and ideas of the Tatar-Bashkir scholars and the efforts to reconcile with the Soviet government during these four years. It was seen in this study that the Soviets made some temporary concessions against the Muslims during this transition period (including the publication of this magazine), followed a gradual path to establish the Soviet system, but in early 1928 the magazine was abruptly terminated and the government (parallel to the policies it imposed on other Muslim peoples). As of thisdate, Soviet government has followed a harsh policy against Muslims.
