Abstract

Sosyal güvenliğin en önemli konularından biri olan emeklilik ile ilgili tüm dünyada çeşitli reformlar yapılmaktadır. Bu reformların temel sebepleri genç nüfusun azalması, uzayan yaşam süreleri nedeni ile dağıtım sistemine dayanan emeklilik programlarının aksamaya başlaması ve etkin bir fon yönetiminin uygulanamamasıdır. Günümüzde birçok ülke dağıtım sistemine dayanan emeklilik planları yerine fonlu sisteme dayanan emeklilik planlarına geçiş yapmaktadır. Belirlenmiş katkı veya belirlenmiş kazanç temelindeki bu planlar kişinin emekliliğinde elde edeceği geliri kendi birliminden karşılamasını sağlar. Bu birikim kişinin kendi kazancından ayırılan bir miktarın emeklilik fonları aracılığı ile sermaye piyasalarında değerlendirilmesine dayanmaktadır. Private Pensions, Effects to the Capital Markets and a Study About Turkey There have been a lot of reforms about retirement systems all over the world which is the most important part of social protection. The main reasons about the retirement reforms are, the problems in the Pay As You Go Systems because of aging people, long livety and non-effective fund management. Recently, a lot of country prefers funded plans to pay as you go plans in their retirement system. The plans which on defined benefit base or defined contribution base are depended the retirement income for persons which comes from the persons own accumulation. This accumulation for the persons are created by the retirement funds capital market investments of the persons premium for the retirement system.
