TEKNOLOJİK DEĞİŞMENİN GENEL EKONOMİK ETKİLERİ (GELİŞMEKTE OLAN ÜLKELERE ÖZEL ÖNEM ATFEDİLEREK) Bilgi ve teknoloji çağımızın en önemli kavramlarıdır. Bilgi ve teknolojiye sahip olan ve bunları geliştirmek için çaba harcayan toplumlar günümüzün globalleşen dünyasında ekonomik ve siyasi alanlarda söz sahibi olurlar. Bu yüzden günümüzün toplumları teknolojiye sahip olmak ve onu ellerinde tutmak isterler. Aynı zamanda bu gelişmiş toplumlar sahip oldukları teknolojilerin kendi kontrolleri dışında yayılmasına da engel olmak isterler. Bunun için patent, marka, telif hakkı gibi fikri mülkiyet hakları adı altında toplanan kavramları ve bunlarla ilgili uluslararası anlamdaki anlaşmaları kullanırlar. Fakat yinede gelişmiş ülkelerin teknolojinin yayılmasına tamamen engel olmaları mümkün değildir. Bu yüzden sahip oldukları teknolojiyi ithal etme yolunu seçmişlerdir. Teknoloji transferi adı altında yapılan bu uygulama her ne kadar dünya üzerindeki ülkeleri gelir ve refah düzeyi olarak eşit bir düzeye getirmeyi amaçlasa da yapılan çalışmalar var olan durumun tam aksi yönde sonuçlar doğurduğunu göstermiştir. Yine teknolojik değişim ve bu teknolojinin transferi, gelişmiş, az gelişmiş ve gelişmekte olan ülkelerin ekonomik performansı ve emek piyasası üzerinde çok önemli bir etkiye sahiptir. In our globalize world, societies who possess information and technology and try to develop them, have influential effect over other countries in the areas of economy and politics. Therefore, societies want to possess technology and keep it in their hands. At the same time, these developed societies try to prevent the diffusion of the technology they have without their control. They use some means such as patent rights, trademarks and intellectual and property rights with some international agreements to protect this control. Nevertheless, completely preventing the technology transfer is impossible. Because of that, these countries choose the way to import this technology. Despite the fact that this practice which is called technology transfer aims to equalize prosperity and income level around the countries in the world, empirical works shows that technology transfer causes opposite results. Also, technological change and the transferring of this technology have different and very important effects on the economic performance and labor markets of the developed and developing countries.
