Kıbrıslı Mehmed Emin Paşa (1813-1871)

Abstract

Bu tez, Kıbrıslı Mehmed Emin Paşa’nın siyasî, idarî ve askerî hayatı ayrıntılı bir şekilde incelemektedir. Paşa, çok sayıda askerî ve idarî görevde bulunmuş ve toplamda üç kez sadrazamlığa atanmıştır: Bunlardan ikisi Sultan Abdülmecid döneminde, biri ise Sultan Abdülaziz döneminde gerçekleşmiştir. Kıbrıslı Mehmed Paşa, Tanzimat döneminin önde gelen kudretli simaları Mustafa Reşid, Âli ve Fuad Paşaların gölgesinde kalmış bir devlet adamı olarak görülse de özellikle Kırım Savaşı gibi kritik bir dönemde sadarete atanması ve 1856 Islahat Fermanı’nın ilanında sadaret kaymakamı sıfatıyla bu önemli belgeyi okuyan kişi olması, onun Osmanlı tarihçileri tarafından göz ardı edilmemesi gereken siyasi bir siyasi figür olduğunu göstermektedir. Bu bağlamda, Kıbrıslı’nın yaşamının derinlemesine incelenmesi yakınçağ tarihi açısında büyük bir önem arz etmektedir. Bu tezde, yalnızca Kıbrıslı Mehmed Paşa’nın hayatı detaylı biçimde ele alınmakla kalmayıp, aynı zamanda görev yaptığı dönemlerin idari, askerî, siyasi ve toplumsal özellikleri ile aynı vetirede yaşanan siyasi rekabet ve çekişmeler Paşa’nın merkezde olduğu bir perspektiften değerlendirilmiştir. Bir başka ifadeyle söylemek gerekirse, Sultan Abdülmecid döneminin neredeyse tamamı, Sultan Abdülaziz iktidarının ise ilk on yılı, Kıbrıslı Mehmed Paşa’nın faaliyetleri üzerinden analiz edilmeye çalışılmıştır.

This thesis provides a detailed examination of the political, administrative and military life of Kıbrıslı Mehmed Emin Pasha. He held numerous military and administrative positions and was appointed grand vizier three times in total: twice during the reign of Sultan Abdülmecid and once during the reign of Sultan Abdülaziz. Although Kıbrıslı Mehmed Emin Pasha was seen as a statesman overshadowed by the powerful figures of the Tanzimat era, Mustafa Reşid, Ali, and Fuad Pasha, he was appointed grand vizier during a critical period such as the Crimean War and read this important document as deputy grand vizier during the proclamation of the 1856 Islahat Fermanı (Reform Edict), demonstrating that he was a political figure who should not be overlooked by Ottoman historians. In this context, an in-depth examination of Kıbrıslı's life is of great importance in terms of modern history. This thesis not only examines the life of Kıbrıslı Mehmed Pasha in detail, but also evaluates the administrative, military, political, and social characteristics of the periods in which he served, as well as the political rivalries and conflicts that occurred during the same period, from a perspective centered on the Pasha. In other words, almost the entire reign of Sultan Abdülmecid and the first ten years of Sultan Abdülaziz's reign are analyzed through the activities of Kıbrıslı Mehmed Pasha.
