Abstract
İstanbul gibi yola olan talebin kapasiteyi aştığı, yolculuklarda önemli gecikmelerin yaşandığı, park yeri arzınınve bulmanın büyük sorun olduğu şehirlerde toplu taşıma öncelikli çözümler kaçınılmaz olarak ortayaçıkmaktadır. Bu doğrultuda özel araçtan toplu taşımaya geçişi özendirici çeşitli ulaşım - otopark politika veparadigmalarına ihtiyaç vardır. Genellikle dünyada raylı sistem temelli işletilen “park et - devam et” (P+R)otoparkları İstanbul için metrobüs hattında da yoğun olarak kullanılan bir çözümdür. Araştırmanın temel amacı,sürücülerin ve yolcuların, araçlarını uygun bir P+R otoparkına park etmesi ve özellikle şehir merkezlerineulaşım imkanları kolay ve cazip olan konforlu bir toplu taşıma seçeneğiyle ulaşmasıdır. Bu otoparklar; kullanıcımaliyetlerinde, enerji tüketiminde ve seyahat sürelerinde azalma sağlarken; daha yüksek seyahat konforu vedaha ekolojik çevre olanaklarına da imkan sağlamaktadır. Bu çalışmada İstanbul genelinde iki yakada işletilentoplam 40 P+R otoparkındaki veriler 22 aylık süre ve 16 değişkenle çok değişkenli regresyon analiziyleincelenmiş; devinim, ortalama park süresi ve otopark geliri eşitlikleri türetilmiştir. Devinim, park süresi veotopark geliri eşitliklerden iki yakada işletilen P+R’lerin temelde çalışan personel verimliliği ve farklı kullanıcıalışkanlıkları olduğu tespit edilmiştir
Istanbul, where the demand for the road exceeds the capacity, significant delays occur in travels, supplying and_x000D_ finding parking space is a big problem; public transportation priority solutions are inevitable. In this respect,_x000D_ there is a need for various transportation - parking policies and paradigms which encourage the transition from_x000D_ passenger car to public transportation. Park & Ride (P+R) facilities, which are generally operated on the basis_x000D_ of rail system in the world, are also intensively operated on the metrobus line for Istanbul. The main purpose of_x000D_ the research is to allow drivers and passengers to park their vehicles in a convenient P+R facility and to reach_x000D_ particularly city centers in a comfortable public transport option which is easy and attractive. These parking_x000D_ facilities provide not only reduction in user costs, energy consumption and travel times; but also higher travel_x000D_ comfort and more ecological environment opportunities. In this study, data of 40 P+R car parks operated on_x000D_ two sides in Istanbul, Anatolian and European Side, have been collected in 22 months and with 16 variables._x000D_ With these data, multiple regression analysis has been used to derive the equations of turnover rate, parking_x000D_ duration and car park income. The P + Rs, which are operated on two sides from the equations of turnover rate,_x000D_ parking duration, parking income, have been found to have basically working personnel productivity and_x000D_ different user habits.
