İstanbulda kent planlama: 2000'lerde İstanbul Büyükşehir Belediyesi örneği

Abstract

Metropoliten Kent, Kent Planlama, İstanbul Büyükşehir Belediyesi. ÖZET İSTANBUL’DA KENT PLANLAMA: 2000'LERDE İSTANBUL BÜYÜKŞEHİR BELEDİYESİ ÖRNEĞİ‏ İstanbul binlerce yıldır sürekli büyüyen ve kendini geliştiren bir kenttir. Bu doğrultuda kentin ihtiyaçları da yaşanan döneme göre farlılık göstermekte ve giderek artmaktadır. Özellikle 21. yüzyılda yaşanmakta olan hızlı ve ani kentleşme beraberinde, kentin hem geleneksel hassas kentsel dokusunu hem de kenti uzun tarihi boyunca beslemiş bulunan doğal kaynaklarını dikkate alarak, entegre planlamayla kenti bir bütünlük içinde muhafaza etmenin zorluklarını da getirmektedir. İstanbul’un hızlı nüfus artışının ve büyüme oranının şehrin makroformunda meydana getirdiği değişiklikler neticesinde, kentin dengeli büyüyebilmesi ve yaşanabilecek olası sorunları engelleyebilmek adına İstanbul’da planlama çalışmalarının kapsamlı ve düzenli şekilde yürütülmesi gerekliliği öne çıkmaktadır. Metropol bir kent olarak İstanbul’un geleceğine yönelik geliştirilen planların rasyonel ve ihtiyaçlara yönelik olmasının yanı sıra bir kültür mirası niteliğine sahip olduğu gibi etkenler de göz önünde bulundurularak çalışmaların yürütülmesi gerekmektedir. Çok hızla değişen bir metropoliten kent olarak İstanbul’un kent planlamasının karmaşık sürecinde çok farklı kurumlar rol alırken İBB’nin bu kurumlar arasında öne çıkan yetki sahibi olduğu görülmektedir. İBB, İstanbul’da planlama yetkisini bir diğer değişle planlama hizmetini farklı ve çok sayıda birim oluşturmak suretiyle gerçekleştirmekte, İstanbul’un kentsel gelişimine yön vermektedir. Tezde İstanbul’da kent planlama deneyimi özetlenmekte, günümüzde İstanbul’daki kent planlama çalışmalarının İBB tarafından nasıl yürütüldüğü kuramsal olarak betimlenmektedir. URBAN PLANNING IN ISTANBUL: ISTANBUL METROPOLITAN MUNICIPALITY EXAMPLE IN 2000’S Istanbul has been growing and improving itself for thousand years. According to the the needs of the city can be different in all periods and this necessities are rising day by day. Especially, 21. century, rapid and sudden urbanization causes the traditional urban fabric of the city as well as the city of precision nurtured throughout its long history and also when we consider plenty of natural resources which is includes waterways, integrated planning made difficult to save the city. Istanbul's rapid population growth and the rate of growth of the city as a result of changes brought about by the city's makroform balanced growth and prevent potential problems that may arise in Istanbul on behalf of the requirement to conduct an orderly and comprehensive planning studies stand out. Today, as a metropolis of Istanbul which is developed plans for the future as well as for the rational and needs of urban, taking into consideration such factors as the nature of it's conduct necessary studies required. As a metropolitan city of Istanbul is changing rapidly so Istanbul Metropolitan Municipality which is the first- order level of management is responsible for Istanbul-scale urban planning studies although other corporations study on this subject in this complicated process. Istanbul Metropolitan Municipality is using the paning authority (in other words the planing service) and creats new units and also leads the city’s urban development. This thesis is to determine how the process of urban planning in Istanbul. Istanbul Metropolitan Municipality is a institutions which manages the process so the process of urban planning at municipality will be explained by analyzing the situation.
