Düzenleyici devlet çerçevesinde tütün ve tütün ürünlerine yönelik politikaların değerlendirilmesi : Karşılaştırmalı analiz

Abstract

Tütün ürünleri her yıl milyonlarca insanın yaşamını etkileyen küresel boyutta bir sorundur. Pek çok hastalığın sebebinin tütün kullanımı ya da pasif içicilikten kaynaklandığı bilimsel olarak kanıtlanmıştır. Bu ürünlerin kullanımının Covid-19 krizinden daha fazla insanın ölümüne yol açması ve tütün ürünleri kullanan bireylerde kriz kaynaklı ölüm riskinin fazla olması tütün piyasasına müdahalenin önemini bir kez daha gündeme getirmiştir. Bu çalışmada devletin düzenleyici rolü çerçevesinde tütün piyasası regülasyonları ele alınmıştır. Dünya genelindeki tütün piyasası regülasyonlarının genel bir çerçevesi sunularak Türkiye için değerlendirme yapılmıştır. Çalışmada tütün ürünlerinin vergilendirilmesi, kamu spotları, dumansız hava uygulamaları gibi çeşitli regülasyonlar çerçevesinde dünyadaki tütün piyasası regülasyonları ile Türkiye’deki uygulamaları karşılaştırmalı şekilde ele alınarak Türkiye’deki tütün piyasası regülasyonlarının boyutu ortaya koyulmaya çalışılmıştır. Ayrıca Türkiye’deki tütün piyasası regülasyonlarının Tütün Kontrolü Çerçeve Sözleşmesi (TKÇS) ve MPOWER politika paketine ne düzeyde uyumlu olduğu incelenmiştir.

Tobacco products are a global issue that affects the lives of millions of people every year. It has been scientifically proven that many diseases are caused by tobacco use or exposure to secondhand smoke. The fact that tobacco use leads to more deaths than the Covid-19 crisis and that individuals using tobacco products are at a higher risk of crisis-related deaths has once again highlighted the importance of intervention in the tobacco market. In this study, regulations in the tobacco market within the framework of the state's regulatory role have been discussed. A general overview of tobacco market regulations worldwide has been presented, and an evaluation has been made for Turkey. The study aims to reveal the extent of tobacco market regulations in Turkey by analyzing the regulations in the world regarding tobacco market regulations, such as taxation of tobacco products, public awareness campaigns, and smoke-free air policies, in a comparative manner. Additionally, the degree of compliance of tobacco market regulations in Turkey with the Framework Convention on Tobacco Control (FCTC) and the MPOWER policy package has been examined.
