Türkiye’nin teknolojik gelişiminde teknoparklar ve Ar-Ge desteği

Abstract

Teknoloji Geliştirme Bölgesi, yüksek / ileri teknoloji kullanan ya da yeni teknolojilere yönelik firmaların, belirli bir üniversite veya ileri teknoloji enstitüsü ya da Ar-Ge merkez veya enstitüsünün olanaklarından yararlanarak teknoloji veya yazılım ürettikleri/ geliştirdikleri, teknolojik bir buluşu ticari bir ürün, yöntem veya hizmet haline dönüştürmek için faaliyet gösterdikleri ve bu yolla bölgenin kalkınmasına katkıda bulundukları, aynı üniversite, ileri teknoloji enstitüsü ya da Ar-Ge merkez veya enstitüsü alanı içinde veya yakınında; akademik, ekonomik ve sosyal yapının bütünleştiği siteyi veya bu özelliklere sahip teknoparkları ifade etmektedir. Teknoparklar, yönetim ve uzman kişilerin işbirliği ile oluşturulduğu, ülkelerin uluslararası rekabet gücünü artıran, dünya ekonomisi ve ticaretine yön veren alanlar olarak hızla yayılıyor. Günümüzün ekonomi ve sanayi alanlarına en büyük kâr payı getirisi hiç kuşkusuz teknoparkların kurulması ile olmuştur. Toplumlar artık sermaye ve işgücü üretimi ifadesinden, bilgi ve teknoloji üretimine geçiş yapmıştır. Bu geçişin önemli nedeni, varolan ve öğretilenlerin dışında, insanoğlunun incelemeye, araştırmaya, keşfetmeye ve uygulamaya yönelik merakı, hayata daha bilinçli bakmasına, ekonomik olmasına, zamanı daha iyi değerlendirmesine yönelik bilgiyi bulmasına ve bunu en son noktaya kadar geliştirmesine fırsat sağlamış olmasıdır. Teknoparklar, işte tüm bu oluşumları içinde barındırmaktadır.Tüm bu açıklamalar ışığında, tez çalışmamızda ülkemizin teknolojik olarak gelişiminde teknoparklar ile birlikte sağlanan Ar-Ge destek uygulamalarına değinilerek, farklı dünya ülkelerindeki teknopark uygulamaları ile ülkemizdeki teknoparklar ile karşılaştırılarak bir değerlendirme yapılacaktır.

In light of all these explanations, the thesis study, Science Parks in the development of our country as a technological R & D support is provided with reference to practices in different countries of the World Science Parks in the country compared with Technopark applications will be considered.
