Ebniye nizamnamelerinden şehir planlama teorisine uzanan yol: İstanbul’da şehir planlama

Abstract

Günümüz şehir planlama teorisine temel oluturan noktaları ve planlama hare ketlerini biçimlendiren anlayışı kavrayabilmenin bir yolu, planlama tarihini incelemektir. XIX. yüzyıl İstanbul’unda gerçekleştirilen mekansal müdahaleler ise, söz konusu inceleme için son derece önemli kaynaklardır. Yazıda, Ebniye nizamnameleri içerik analizi ile mercek altına alınmakta ve seçilen metinlerin kavram haritası hazırlanarak İstanbul’un planlama tarihi bağlamında nizamnamelerin ortaya koyduğu planlama yaklaşımı açıklanmaktadır. Bu yolla çalışma sonucunda tarihin kaynaklık ettiği, ancak günümüzde cevaplanmayı bekleyen planlama soruları elde edilmiştir.

In order to comprehend the basis of today’s urban planning theory and the approaches shaping the planning activities, one has to examine the history of planning. The spatial interventions in Istanbul in the XIX. century form a very important resource for this research. The article examines the building regulations (“ebniye nizamname?leri”) of the time using the content analysis method and attempts to reveal the planning approach the regulations introduce within Istanbul’ s planning history using the concept maps prepared for several chosen texts. Thus at the end, some significant questions which arise from the past but are mainly about today’s urban planning are produced.
