Publication: Maritime transportation in Turkey&European union with spacial reference to privatization of ports
Abstract
Bu tez çalışmasında; kıtaları birbirine bağlayan coğrafi konumuyla, dünya taşımacılık güzergahının kilit noktasında bulunan Türkiye’nin, topraklarından geçen taşımacılık trafiğine, deniz yollarını ve limanlarını daha etkin kullanarak dahil olması gereği ortaya konmuş ve bu konuda atılması gereken adımların altı çizilmiştir. Bu bağlamda, Türkiye’nin ve Avrupa Birliği’nin deniz taşımacılık politikaları incelenmiş ve bu politikaların uyumlaştırılması için önerilerde bulunulmuştur. Buna ek olarak, deniz taşımacılığının en önemli ayağı olan liman işletmeciliği konusu seçilerek ayrıntılı bir şekilde ele alınmıştır. Dünyadaki ve Avrupa Birliği’ndeki liman işletmeciliği, ve özelleştirme modelleri incelenmiş, Türkiye’deki önemli liman işletmelerine, uygun modeller seçilerek özel sektörün katılım yolları araştırılmıştır. Türkiye Cumhuriyeti Devlet Demiryolları’na ait limanların işletmelerine özel sektörün katılımının önünün açıldığı ve bu konunun yoğun olarak gündeme geldiği ortamda, Türkiye’de daha önce yapılan liman özelleştirmeleri analiz edilerek, özelleştirilmeyle birlikte performanslarının arttığı tespit edilmiş, bundan sonra yapılması gereken liman özelleştirmelerine ve bunun ülke ekonomisine sağlayacağı faydalara ışık tutulmaya çalışılmıştır.
In this study, it is realised that, by the geographical location linking the continents and being the key point on the line of world’s land and sea transportation traffic, Turkey should be a part of this logistic chain by using its ports and water sources more effectively. Therefore, the steps that should be taken on this way are underlined. In this context, Turkey’s and European Union’s maritime transportation policies are examined and suggestions are made for the integration of these policies. In addition to this, port management matter, which, is the main subject of maritime transportation has been chosen and examined in detail. The port privatisation models of the EuropeanUnion, has been examined, the suitable models for Turkey, has taken into consideration for research made for private sector’s participation to the Turkish state ports. Nowadays, the privatisation of ports in Turkey has been on the agenda, the impediments are being eliminated so the models of privatisation of ports in Turkey is analysed and in consequence, the increasing performance of privatised ports has been proved. It is highlighted that, further port privatisations will be beneficial for Turkey from the economic aspect.
