İstanbul hastanelerinde stratejik afet planlaması ve uygulama model önerisi

Abstract

1.ÖZET Tezin Başlığı: İstanbul Hastanelerinde Stratejik Afet Planlaması ve Uygulama Model Önerisi Yazar: Dr.Gökay KURTULAN Bu araştırma İstanbul il sınırları içinde yer alan hastanelerin afet planlama süreçlerini (afet planı hazırlanmadan önceki ve sonraki dönem dâhil) incelemek ve mevcut durumu tespit etmek amacıyla yapılmıştır. İstanbul il sınırları içerisindeki tüm hastaneler evren olarak kabul edilmiş ve örneklem alınmamıştır. Hastanelerin afet planı hazırlanmadan önceki, hazırlanma dönemindeki ve hazırlandıktan sonraki faaliyetleri ile kritik imkân ve kabiliyetlerini değerlendirmek için, stratejik planlama esaslarını da içeren likert tipi bir ölçek kullanılmış ve hastaneler aldıkları puanlara göre sınıflandırılmıştır. 52’si devlet, 7’si üniversite ve 87’si özel olmak üzere toplam 146 (evrenin %71’i) hastane üzerinde yapılan araştırmada; hastanelerin %87’sinde hastane afet planı olduğu saptanmıştır. Yapılan puanlamaya göre; afet planı bulunan hastanelerin %40,9’unda afet planlamasının iyi seviyede olduğu, %43,3’ünde orta seviyede olduğu ve %15,8’inde ise afet planlamasının yetersiz olduğu saptanmıştır. Afet planının yazılı dokümanlarının hazırlanması, hastanelerin afetlere hazır oldukları anlamına gelmemektedir. Hastanelerin yazılı dokümanlar dışında afet ile ilgili diğer hazırlıklarını da tamamlamaları gerekmektedir. Afet hazırlıklarının yerine getirilmesinde stratejik planlamanın temel bir araç olarak kullanılması; hastanelerin faaliyetlerini somut iş programlarına ve bütçelere dayandırmalarına ve uygulamalarını etkili bir şekilde izleme ve değerlendirmelerine imkân sağlayacaktır. Hastanelerin afete hazırlık seviyelerini, belirlenecek standart kriterleri esas alarak denetleyecek, ölçecek, değerlendirecek ve sertifikalandıracak birimlere ihtiyaç duyulmaktadır. Title of Thesis: Strategic Disaster Planning in Istanbul Hospitals and Implementation Model Recommendation Author: Dr.Gökay KURTULAN The purpose of this research is to see the disaster planning procedures (both the periods before and after of the preparation of the disaster plan) of the hospitals located within the İstanbul province and identify their level of preparedness. All of the hospitals within the İstanbul province are assumed as a population and sampling is not prefered. In this study, to be able to evaluate the activities of the hospitals and their critical means and capabilities, a likert type scale which also includes the strategic planning principles is chosen and the hospitals are categorized based on their scores. This study which covered total 146 (%71 of the population) hospitals including 52 goverment, 7 university and 87 private hospitals showed that %87 of the hospitals had disaster plans. This study further showed that amongst those hospitals which have disaster plan %40,9 had good, % 43,3 had average and %15,8 had insufficient level of disaster planning. Having printed forms of disaster planning does not necessarily mean that the hospitals are ready for the disasters. The hospitals must finalize their other preparations in additions to those printed plans. Using strategic planning as a basic tool for the disaster preparedness will enable the hospitals to ground their activities according to their work program and budgets and to monitor and assess their practices effectively. There is a need for institutions to evaluate, to measure, to assess and to certify the level of preparednes of the hospitals using designated standard criterias.
