Abstract
Yerel Yönetimler, Eğitim Hizmeti, İstanbul ÖZET EĞİTİM HİZMETLERİNİN SUNUMUNDA YEREL YÖNETİMLERİN RÖLÜ: İSTANBUL ÖRNEĞİ Kamu hizmetleri; eğitim, sağlık, adalet, güvenlik, ulaşım, yerleşme, konut ve sağlıklı çevre gibi toplum ihtiyaçlarının yine toplumdan alınan vergilerin finansmanı ile devlet tarafından karşılanmasını ifade eder. Sözü edilen hizmetler sunulurken; aciliyet, yaygınlık, nitelik ve ulaşım zorlukları gibi nedenlerle, merkezi idarede olan yetki ve görevlerin, merkezi idarenin taşra örgütlerine devredilmesi, yâda yerelde mevcut olan idari kurumlara devredilmesi şeklinde çeşitli yönetim çözümleri geliştirilmiştir. Türkiye’de, 2004–2005 yıllarında yapılan reformlarla, temel kamu hizmetlerinden örgün eğitim hizmetlerinin sunulmasına yönelik olarak, yerel yönetimlere yeni görev yetki ve sorumluluklar verilmiştir. Bu araştırmada; İstanbul İl Özel İdaresi ile İstanbul Büyükşehir Belediyesi ve Bağcılar, Bakırköy, Büyükçekmece, Gaziosmanpaşa ve Fatih İlçe Belediyeleri örnekleminde örgün eğitim hizmetlerine yaptıkları katkılar incelenmiş, ayrıca bu kurumların 2005–2009 yıllarına ait Faaliyet Raporları bazında, eğitime yönelik özgün projeleri değerlendirilmeye alınmıştır. THE ROLE OF LOCAL GOVERNMENTS IN THE PROVISION OF EDUCATIONAL SERVICES: EXAMPLE OF ISTANBUL Public services such as social needs like education, health, justice, security, transportation, housing that covered by the state and financed by taxes on citizens. The specified services are offered; urgency, prevalence, nature and transportation difficulties, because of the this difficulties, the powers and duties of central administration are left local governments so the management solutions have been developed. In Turkey, reforms carried out in 2004-2005, for the provision of basic public services in formal education services, local authorities are given new tasks and responsibilities of the authority. In this study with the Istanbul Metropolitan Municipality, Istanbul Special Provincial Administration and Bağcılar, Bakırköy, Büyükçekmece, Gaziosmanpaşa and Fatih municipalities examined of the contributions of formal education services. Also on the basis of years between 2005-2009 Annual Reports of these institutions were trained and their original projects were evaluated.
