Çevre yönetim sistemi: ISO 14000 çevre yönetim sistemi ve belgelendirilmesinin işletmelere sağladığı faydaları ve bir uygulama

Abstract

Dünyadaki hızlı nüfus artışına paralel olarak üretimde kullanılan yeni teknolojilerin ve pazarlama tekniklerinin gelişmesi, serbest ticaretin yaygınlaşması ve ortak yatırımların da neden olduğu globalleşme eğilimleri mamullerin üretimini arttırmıştır. Mamul artışı yenilenemeyen doğal kaynakların hızlı bir şekilde tüketilmesine neden olduğu gibi çevresel etkilerin ihmal edilmesiyle de çevre kirliliği ve bunların sonuçları olarak çevre sorunları meydana gelmiştir. Çevre ile bağlantı kurulmadıkça ve bunu ekonomiyle bağdaştırılmadığı sürece uzun dönemde fayda sağlanamayacağının ve ekolojik çevrenin ihmale gelmeyip bunun diğer yönetimler gibi yönetilmesi ile bu konuda başarı sağlanabileceğinin anlaşılmasıyla çevre yönetimi doğmuştur. Çevre yönetimi; çevre kirliliğinin azaltılması, kaynak tahribatın önlenmesi, ekolojik dengenin sağlanması amacıyla; kaynakların ve atıkların iyi bir şekilde yönetilmesi için yönetim sürecindeki strateji, politika ve programları belirleyip uygulayan faaliyetler dizisidir. Kuruluşun çevre yönetiminin sistematik olarak ve kuruluş yapısına göre en ekonomik bir şekilde oluşturulmasına Çevre Yönetim Sistemi ( ÇYS ) denir. Çevre politikasının başarılı bir şekilde oluşturulmasını ve uygulanmasını ÇYS sağlamaktadır. ISO 14000 Standartları Çevre Yönetim Sistemi Standartları olup; kuruluşun ÇYS'nin oluşturulması ve belgelendirilmesi için gerekli kaynakları yol ve yöntemleri tanımlamaktadır. Kuruluşun ÇYS'nin uluslararası kriterlerce yeterliliğinin denetlenmesiyle alınan ISO 14000 ÇYS Belgesi; çevre stratejiler çerçevesinde üretim ve faaliyette bulunulduğunu kamuoyuna duyurmaktadır. ISO 14000 ÇYS'nin oluşturulması ve belgelenmesiyle; enerji ve hammadde maliyetleri azaltmakta, TKÇY'nin oluşturulması sağlanabilmekte, prodüktivite artmakta, halkla iyi ilişkiler sürdürülerek satışlar artmakta, yeni teknolojinin kullanımını ve esnekliğini arttırmakta, uluslararası faaliyetlerdeki ticari engelleri azaltmakta, devletçe verilecek ucuz kredi ve ceza ödemelerinin azalmasıyla finansal güç sağlanabilmekte vb. faydalarla rekabet avantajı yakalanıp pazar payları ve karlılık artabilmektedir. Bunlar sağlanırken sürdürülebilir kalkınma da desteklenmektedir.

In line with the rapid increase in the world's population, an increase is experienced in production influenced by the development of new technologies in production, and marketing techniques, and deployment of free trade, and a trend of globalisation caused by joint investments. While the increase in production causes consumption of non-renewable natural resources rapidly, the environmental effects of such consumption having been ignored, environmental pollution has occurred, causing environmental problems. Environmental management system is borne when understood that no long term benefits could be obtained unless a link with the environment is established and this has been related to economics, and that a success can be achieved if ecological environment is not ignored, and is controlled with the methods of other management systems. Environmental management is the determination of strategies, policies and programs in the process of management in order to decrease environmental pollution, prevent corruption of resources, maintain ecological balance, and make best benefit of resources and wastes. Environmental Management System (EMS) means establishment of environmental management system of an enterprise in the most economic way according to the structure of that enterprise. EMS ensures successful establishment and application of the environmental policy. ISO 14000 Standards are environmental management system standards, and describe resources, ways and methods necessary to establish and certify the EMS of an enterprise. ISO 14000 EMS Certificate obtained after the qualification of the enterprise is inspected according to the international criteria announces to the public that the enterprise performs its production and activities according to environmental strategies. With the establishment and certification of ISO 14000 EMS, it will be possible to decrease costs of energy and raw material; ensure establishment of TKÇY; increase productivity; promote sales through good relations with the public; increase use and flexibility of new technologies; decrease commercial obstructions in international activities; ensure financial power with cheap credits to be given by the state, and with decreased fines; and obtain a competitive advantage to increase market shares and profitability. Thus, sustainable development can be supported while the above mentioned benefits are obtained.
