Sosyal koruma harcamalarının ekonomik kriz dönemleri çerçevesinde analizi : Avrupa ve Türkiye karşılaştırması

Abstract

Ülkeler için ekonomik kriz dönemleri mali yapılarının değiştiği dönemlerdir. Bu dönemlerde ülkelerin sadece mali yapıları değil, sosyoekonomik yapıları da bozulmaktadır. Sosyoekonomik yapılardaki bozulmalar ise ülkelerde özellikle yoksulluluğun artması, gelir dağılımındaki oransal farkların açılması, toplumda huzursuzluk gibi durumlara neden olmaktadır. Ekonomik kriz dönemlerinde ülkelerin sosyal devleti anlayışı içinde sosyal koruma harcamalarına önem vermesi, bu harcamaların milli gelir içindeki payını artırması gerekmektedir. Diğer bir deyişle ülkeler kriz dönemlerinin kişilerde yarattığı gelir kayıplarını sosyal hak ve sosyal teminat çerçevesinde dengelemek zorundadır. Özellikle, ekonomik kriz dönemlerinde dezavantajlı kişiler sosyal yardımlara daha muhtaç hale gelmektedir. Çalışmada sosyal koruma harcamaları ve ekonomik krizler ilişkisi trend veri analiz yöntemiyle araştırılmaktadır. Bu kapsamda 1973, 1979, 1992, 2008, 2012, 2019 yıllarındaki krizler seçilmiş Avrupa ülkeleri ve Türkiye açısından ele alınmaktadır. Ülkelerin seçilmiş makroekonomik göstergeleri ve sosyal koruma harcamalarına ilişkin istatistikler karşılaştırmalı olarak incelenmektedir. Çalışmada incelenen ülkeler çerçevesinde özellikle ekonomik kriz dönemlerinde sosyal koruma harcamalarının öneminin arttığı ve krizlerle mücadelede bir politika aracı olarak kullanılabileceği görülmektedir

During economic crisis periods, financial structure of countries change. In these periods, not only the financial structures of countries, but also their socio-economic structures are deteriorating. Deteriorations in socioeconomic structures cause sitatuations that especially increase poverty, widening the margin in income distribution and leading to dissatisfaction in society. During economic crises, countries should focus on social protection expenditures within the understanding of social state and should increase the share of these expenditures in national income. In other words, countries have to balance the income losses caused by the crisis periods within the framework of social rights and social security. Especially during economic crisis periods, disadvantaged people become more in need of social assistance. In this study, the relationship between social protection expenditures and economic crises is investigated by trend data analysis method. In this context, the crises of 1973,1979, 1992, 2008, 2012, 2019 are discussed for the selected European countries and Turkey. Selected macroeconomic indicators of countries and statistics on social protection expenditures are analyzed comparatively. Within the framework of the countries examined in the study, it is seen that the importance of social protection expenditures increases especially during economic crisis periods and can be used as a policy tool against crises.
